Dr. Rogers is a scientific administrator at NIH with expertise in medicinal chemistry, drug design, and drug discovery and development. As one of four division directors at NIGMS, he oversees the administration of about 1,476 basic research and training grants in the areas of chemistry, biochemistry, biotechnology, pharmacology, anesthesiology, and the physiological response to trauma and burns. Recent initiatives from his division are in the areas of combinatorial chemistry, metals in medicine, and pharmacogenetics.

Prior to joining NIGMS, Rogers helped charter, and served as the first scientific review administrator of, NIH's Bioorganic and Natural Products Chemistry Study Section, which focuses on applications in medicinal and bioorganic chemistry that use chemical approaches to solve biological problems. He established and oversees the NIGMS Chemistry-Biology Interface training program, and he helped establish and serves as the coordinator for the NIGMS large "glue grant" program, which supports integrative and collaborative approaches to research.

Rogers has a particular interest in fostering cooperation between NIH and industry. He frequently represents NIH at meetings of the National Research Council Chemical Sciences Roundtable, which brings together university, industry, and government scientists, and he co-directed a forum on drug bioavailability for representatives from industry and basic research.
