WASHINGTON – SC ETV’s “The Big Picture” has produced a mini-documentary on the career of U.S. Rep. John Spratt (D-SC). The show was first broadcast statewide at 7:30 p.m. on Thursday, August 2. The program features interviews with colleagues and friends as well as a past political opponent. Congressman James E. Clyburn of the Sixth Congressional District and former U.S. Sen. Ernest F.
