Functional Statement:

(1) Advises the Deputy Director for Extramural Research, NIH, on matters pertaining to the development, implementation, promulgation, and management of policies and operations related to extramural research programs; (2) provides leadership and expertise in science and special program management, including program and policy development, interpretation, coordination, oversight, evaluation, training and outreach, for the extramural research community and NIH extramural staff; (3) conducts evaluations of programs, policies, and procedures; (4) provides leadership and expertise in allegations of scientific misconduct; (5) provides leadership and expertise in NIH extramural staff training programs; (6) provides leadership and expertise on human subjects research issues; (7) provides leadership in NIH Loan Repayment Program management; (8) implements NIH-wide service requirements and administers the National Research Service Awards (NRSA) Payback Center; and (9) represents the OER on numerous permanent and ad hoc NIH, Departmental, interagency, and non-governmental committees concerned with extramural program activities.
