The Honorable Kevin J. Martin
Chairman
     Federal Communications Commission
Washington, D.C. 20554

Dear Mr. Martin,

Since its creation in 1934, the Federal Communications Commission (FCC) has been charged with executing policies that ensure telecommunications services are available to all Americans, including those living in rural parts of the country. The Congress, too, has demonstrated its commitment to rural America in writing federal telecommunications laws.

Rural carriers rely heavily upon universal service support and intercarrier compensation to help them recover costs associated with doing business in small towns and remote locations in the United States.

In recent days, it has come to my attention that the FCC may be on the verge of unveiling reforms that could alter the way in which rural carriers are compensated. It is important that any reforms take into account the unique nature of rural carriers and their service territories.

                                                                With respect, I am

                                                                IKE SKELTON
                                                                Member of Congress
