The National Institute on Drug Abuse is soliciting proposals from qualified organizations capable of maintaining the NIDA Center for Genetic Studies. In this effort, the contractor will be required to process, generate, and widely distribute high-quality datafiles, documentation, and biological materials (cell lines, DNA, RNA, serum) collected from individuals with drug abuse and addiction-related disorders and their relatives. Such work shall be performed in an efficient and cost-effective manner for use in genetic analyses by qualified investigators in the scientific community. Given the highly technical nature of this endeavor, the contractor should have prior experience in biological specimen processing, extraction, and dissemination, as well as preparing pedigree files and files used to conduct statistical genetic analyses suitable for publication in peer-reviewed journals. The contractor will work in a collaborative and interactive fashion to exchange information with grantees funded under the relevant NIDA requests for applications, program announcements, and other relevant NIDA grants to establish pedigree structure and diagnostic information. NIDA anticipates a 3-year Firm Fixed Price type contract with options to extend for 2 additional years and option quantities.  One contract will be awarded.

Mandatory Qualifications:

1) Able to store 35,000+ existing samples and ability to store ~15,000 new samples obtained during contract period of performance
2) Utilize irradiated feeder technology or other comparable methods for clonal cell growth
3) Informatics component (receive, store, disseminate) with public/queriable public interface
4) Personnel must possess expertise in psychiatric diseases as evidenced by peer -reviewed scientific publications
5) Must have or be able to obtain a Certificate of Confidentiality (http://grants.nih.gov/grants/policy/coc/) and waiver from the Veteran's Administration Office of Research and Development (ORD) to store VA supported biological samples (see: http://www.research.va.gov/programs/tissue_banking/Tissue-Banking-FAQ.pdf)

RFP No. N01DA-09-7770 will be available electronically on or about November 5, 2008. All information required for the submission of a proposal will be contained in or accessible through the RFP package. Response to the RFP will be due on or about December 22, 2008. NIDA will consider proposals submitted by any responsible offeror. Following proposal submission and the initial review, the Contracting Officer may require additional documentation from offerors in the competitive range. This advertisement does not commit the Government to award a contract. Note 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
