What is the Bypass Budget?

The law that created the modern National Cancer Institute requires us to submit a budget directly to the President, and through the President to Congress, "bypassing" the National Institutes of Health budget process.

The National Cancer Institute (NCI), a component of the National Institutes of Health, is the Federal Government's principal agency for cancer research. This site communicates the Institute's vision, goals, plans and funding resource requirements.

Who manages this site?

This site is managed by the National Cancer Institute's Office of Science Planning and Assessment (OSPA). OSPA has as its primary responsibility developing and coordinating the Institute's scientific planning and evaluation activities. These critical activities enable the Institute to identify needs and opportunities in the field of cancer research and establish research goals.

What does the National Cancer Institute do?

The National Cancer Institute conducts and supports research, training, health information dissemination, and other programs with respect to the cause, diagnosis, prevention, and treatment of cancer, rehabilitation from cancer, and the continuing care of cancer patients and the families of cancer patients.
