Security Threat Management
The Oregon Department of Corrections (DOC) is committed to operating safe and secure prisons for all employees and inmates.  Unfortunately, there may be times when the action of an inmate or group of inmates has the potential of threatening that safety, security or the orderly operation of a prison or facility.  To address these situations, the DOC has a Security Threat Management (STM) Unit.
 
DOC enforces a zero-tolerance policy toward gang activity within its prisons.  Not all threats to security, however, are the result of organized gang activity. The STM Unit works to proactively identify potential threats and then manage those inmates or circumstances. The STM Unit also works with prison management teams to solve or mitigate threats before they evolve into dangerous situations or incidents. 
 
The STM Unit has designated employees in various prisons throughout the state.  These employees are specially trained in intelligence gathering, inmate management and investigations.  STM employees are committed to the Oregon Accountability Model and strive to manage inmates through direct supervision, role modeling pro-social behavior, incentives and behavior accountability.
 
Part of the DOC’s mission is to reduce the risk of future criminal behavior. It is important for friends and family of inmates to know that gang-related materials or displays sent or brought to an inmate are not consistent with the DOC mission and will not be permitted.  Any such material will be returned.  Additionally, inmates found to be in possession of such material will be subject to disciplinary action.
