History
The Governor´s Fire Service Policy Council was created by the 2001 Legislature to advise the Governor, the Superintendent of State Police, and the Director of Oregon Office of Homeland Security on fire policy issues and advise the State Fire Marshal on strategies for the implementation of fire and life safety issues.

GFSPC fills Positions as Terms Expire
During December 2005 the terms of three dedicated members of the Governor’s Fire Service Policy Council (GFSPC) expired and filled by others on the others on the council as well as new members. Chairman and Tualatin Valley Fire & Rescue Chief Jeff Johnson representing the Oregon Fire Chiefs Association (OFCA), Director and Lebanon Fire District Training Officer Jim Oeder, representing the Oregon Volunteer Firefighters Association (OVFA) and Dennis McGanty of Oregon Mutual Insurance, representing the property and casualty insurance industry concluded their service with the GFSPC. These individuals served on the council with much distinction and helped guide notable accomplishments during first three years of the GFSPC.
 
The new chairman of the GFSPC is City of Bend Fire & Rescue Deputy Chief / Fire Marshal Gary Marshall, representing the Oregon Fire Marshals Association (OFMA). He is a past president of OFMA and developed the award winning FireFree campaign. He has a broad background in fire fighting operations, emergency medical service, fire safety education, fire investigation and fire code enforcement. Lake Oswego Fire Chief Ed Wilson succeeds Jeff Johnson as OFCA representative to the council. Wilson is also former chief of Portland Fire & Rescue, and a board member of many organizations including Western Fire Chiefs’ Association and the Department of Public Safety Standards and Training. Scott Mullen was nominated by the Oregon Volunteer Firefighters Association (OVFA) as their representative to succeed Jim Oeder. Mullen is a director on the OVFA board. Governor Kulongoski approved the appointment of Bob Borra, American Family Insurance to succeed Dennis McGanty as property and casualty insurance providers’ representative. Borra served with three fire departments prior to entering the insurance industry and owns his own agency in Tigard.
