Review of Current Issues Dr. Kington, recently named by the HHS Designated Agency Ethics Official as the NIH Deputy Ethics Counselor, and Dr. Gottesman serve as the Co-Chairs of the NIH Ethics Advisory Committee. The Committee is composed of a cross-section of NIH staff with membership from IC leadership as well as NIH scientists and administrators. It has been meeting weekly since late January. The group discussed that the current NEAC decision-making process might change depending upon what the Blue Ribbon Panel on Conflict of Interest recommends to the Advisory Committee to the Director later this spring, but that in the interim, NIH must apply the rules as they are currently written. Mr. Smolonsky discussed the current Congressional scrutiny of NIH issues including social and behavioral research, conflict of interest, and NIH Title 42 appointments. Dr. Skirboll brought everyone up-to-date on the NIH Blue Ribbon Panel (BRP) on Conflict of Interest, which will make recommendations to the Advisory Committee to the Director later this spring. Dr. Bruce Alberts and Mr. Norman Augustine co-chair this BRP. Dr. Gottesman is working with Dr. Skirboll to ensure means for members of the NIH community to provide input to the Panel. ll.
