Oregon Statutes authorize the Oregon State Library Board of Trustees to adopt rules that clarify and implement the statutory authority provided in ORS 357.206 and 357.209. The process that leads to this adoption of rules is as follows:

Amendments and new rules are proposed and formulated by the Oregon State Library Board of Trustees. Notice of Hearing for the proposed rule changes is given 28 days prior to the actual date of the hearing. A public hearing is held, public comment is heard, and proposed rules are either adopted or rejected. The adopted rules become law.

The Board will hold a public hearing and vote on the on the rules change at their October 19, 2007 meeting at the Oregon State Library. A public hearing will be held on October 19, 2007 at 10:00 am and public comment will also be received by the State Librarian until 10:00 am on October 19, 2007.
