Service Request Submission Guide for the NCI-F/SAIC Pathology and Histology Laboratory and Advanced Technology Program

1. Go to the Accession System web site: http://web.ncifcrf.gov/RTP/csas/requestor/default.asp.
2. At the Accession System web site choose from either "I have used this system before" or "I am a new user" and follow the directions. Your description of the work to be performed can be based on discussions with your PHL or ATP laboratory point of contact.
1. If you've used the system before but forgotten your password, go to the "I forgot my password" option on the left of the web page. Enter the information requested. You will receive an e-mail containing your password.
3. Be sure to select the appropriate PHL or ATP facility. When you submit your request, an e-mail is sent to that facility. You must enter the e-mail address of your administrative officer or approving official (AO), who has fiscal authority to review your budget.
4. If you would like to be considered for partial ODRS funding (subject to the criteria described under "Funding Options") you can check the ODRS Funding request box at this point. If you choose this funding option, you should also indicate whether or not you are a member of CCR.
5. The PHL or ATP facility that you have identified will prepare a cost estimate and enter it into the system. The system then sends you an e-mail that details this cost information.
6. Upon receiving a cost estimate, return to the Accession System web site and either accept or reject it.
7. If you accept the cost estimate, the system will send an e-mail to your AO who in turn will be invited to approve the expenditure (100% of the cost estimate if ODRS funding is not requested) by e-mail. If you elected to be considered for ODRS funding, the system will also send an e-mail to David Goldstein and Janelle Cortner (for CCR requests) or Craig Reynolds (for non-CCR NCI requests). ODRS funding is available for up to 50% of the cost estimate, or possibly more for CCR investigators.
8. Upon approval, the system will notify the appropriate PHL or ATP facility and work on your project will begin. If disallowed, please follow-up with your AO before reengaging the PHL or ATP.

Funding Options for Work Conducted with the Pathology and Histology Laboratory and Advanced Technology Program

The NCI Office of the Director (OD) has established the following guidelines for the funding of work conducted with the Pathology and Histology Laboratory (PHL) and the laboratories of the Advanced Technology Program (ATP). These laboratories are:

• Image Analysis Laboratory
• Laboratory of Molecular Technology
• Laboratory of Proteomics and Analytical Technologies
• Protein Chemistry Laboratory
• Protein Expression Laboratory
• Viral Technology Laboratory (VTL)

In addition to offering requesting investigators access to the cutting edge research technologies available from these facilities at cost, OD has committed to fund up to 50% of the cost of projects that involve a high degree of collaboration between an NCI investigator and one of the above facilities (CCR investigators may have access to additional funds), subject to the following conditions:

1. Collaborative Projects are:

• Not readily defined by the PHL or ATP Lab Manager as Technology Development (fully OD funded) or Cost Recoverable (fully requestor funded)
• Represent a Feasibility Study or Pilot Project concept
• Collaborative Project can serve as a starting point for future Cost Recoverable Projects
• Transition to next level of a study which can defined as having probable data results

2. Categories for defining:

• Risk: project represents some level of risk which is not common to other studies
• Exploratory: project has a unknown component which can not be readily defined
• Investigatory in nature: a defined end product or result is not guaranteed
• Optimization: outcome is expected to further define project direction for future studies
• Feasibility: project has a high probability of being completed and is consistent with PHL or ATP lab capabilities
• Initial request: project is new work and not a continuation of work being conducted with the requesting investigator. It can represent new technological applications of a continuing study.
• Useful data: expectation that results will provide data that validates the use resources

Projects that make use of established technologies and have highly predictable cost structures (routine, menu-driven services) are unlikely to be considered eligible. NCI investigators who would like to seek OD funding support for their research project should first discuss their situation and needs with a PHL or ATP laboratory director or scientist. They can then submit a request through the Accession System (CSAS) detailing their research objectives and indicating their interest in pursuing OD funding (see the Accession System instructions below). The PHL or ATP laboratory director or scientist will respond and indicate in CSAS the amount of OD funds, in addition to those contributed by the NCI investigator, required to complete the requested work scope. OD will review each request and provide feedback to the PHL or ATP and the NCI investigator on whether their request for funding has been approved. Any requests that are turned down, or more routine service requests that make use of established technologies, can be fully funded by the NCI investigator in the usual way (see the Accession System instructions below).

Please note that NCI OD Research Support funds are not available to investigators from other NIH institutes, other government agencies, or non-government institutions and enterprises.
