2009 CDBG How to Apply Workshops announced
The Virginia Department of Housing and Community Development (DHCD) will conduct two How-to-Apply Workshops for Community Improvement Grants under the Community Development Block Grant (CDBG) program. During these sessions, DHCD staff will review project options, funding availability, proposal formatting, submission requirements and the proposal evaluation methodology.

RFP released for Heartwood Web
development
The Southwest Virginia Cultural Heritage Commission invites proposals
to provide Web site design and development services for Heartwood, Southwest
Virginia’s Artisan Gateway. Heartwood is a gateway that encompasses
Southwest Virginia’s cultural heritage venues, attractions, and
initiatives. This Request For Proposals (RFP) is intended for experienced
Web site design and development firms that can design and build a site to
inspire travelers from all over the world to both go deeper into the site and
the region.
The site will be a primary marketing tool that allows visitors, travelers, Web
surfers, studio artisans, musicians, local venues and students to plan their
travel and experience Southwest Virginia. It will promote artisans,
musicians, and the communities of a 19 county region of Southwest Virginia by
delivering a strong message to potential visitors on the region’s
culture, history, natural gifts, and rural charm. The site will convey
the region as among the world’s best regional destinations and interface
seamlessly with several other cultural organizations and the Virginia Tourism
Web site.

Your Voice Counts
The Virginia Department of Housing and Community Development conducted input
sessions related to the Homeless Intervention Program (HIP) and Housing
Opportunities for Persons with AIDS (HOPWA) program in early December, 2008 for
current grantees. However, we welcome additional input from other interested
stakeholders as well.Questions within the HIP and HOPWA surveys mirror the
input sessions. Please take a few minutes to participate - your voice will be
helpful toward the future success of the programs.

Virginia Neighborhood Stabilization Program
The new Neighborhood Stabilization Program will provide emergency assistance to
state and local governments to acquire and redevelop foreclosed properties that
might otherwise become sources of abandonment and blight within their
communities. Funds will be used to purchase foreclosed or abandoned homes and
to rehabilitate, resell, or redevelop these homes in order to stabilize
neighborhoods and stem the decline of house values of neighboring homes.

Private Activity Bonds
As of July 1, 2008 the Virginia Department of Housing and Community
Development is responsible for that portion of Virginia's private activity
bonds set aside for local housing authorities and for that portion set aside
for the state allocation. Please review the Private Activity Bond Allocation
Guidelines for information on submitting an allocation application. Housing
authorities should use form HB. All others should use form IDB.

2006 Virginia Codes now
available through ICC
The 2006 Virginia Codes are now available through the International Code
Council (ICC) and are available for purchase in individual volumes or complete
sets. To take advantage of the early bird reduced price, orders must be
finalized by July 31.
The 2006 Virginia Codes and the related regulations
will also be available on the
ICC e-Codes Web site. Unlimited electronic access to the
2006 Virginia Codes will be provided at no charge to Virginia’s
customers as they are finalized.
The 2006 Virginia Codes incorporate the customized text
of the Virginia administrative and technical amendments within the base text of
the ICC model codes. Each code discipline will consist of a single volume,
inclusive of the Uniform Statewide Building Code (USBC) amended language.
However, downloadable links to the USBC and the related regulations continue to
be available on the
DHCD Web site.
