Asian American/Pacific Islander Employment Program (AAPIEP)

The meeting was called to order by the Chair, Dr. Bill Bunnag,
at 12 noon. The chair noted that the committee did not meet in February
because of the snow storm in the metro area.
Dr. Bunnag welcomed Mr. Self and thanked him for his support of
this committee. He introduced Mr. Prahlad Mathur and extended his
invitation for Mr. Mathur to join the committee as a member. He
mentioned that the committee was fortunate to have APAO past presidents,
Ms. Lucie Chen and Mr. Mathur, and the current president, Dr. Hameed
Khan, as members of this committee. He expressed his appreciation
for their tireless dedication to the employment advancement of the
NIH AAPI employees. The committee asked Ms. Selina Lee to join the
committee. Ms. Lee agreed to work with the committee. Their names,
Ms. Lee and Mr. Mathur, were recommended to Mr. Wells to pass on
to Mr. Self, as provided in the Operating Procedures of the committee.
Dr. Bunnag welcomed Dr. Kington and expressed his most sincere
appreciation on behalf of the committee for his visit to this committee.
The chair emphasized that the purpose of the invitation of Dr. Kington
was to introduce the committee and its members to him, to present
the NIH AAPI employees data and to inform him of some of the committee's
concerns regarding a glass ceiling among NIH Asian Americans at
the GS 15 and SES levels and in particular at the management levels.
Ms. Chen presented the summary of a GAO report indicating that
there is an opportunity to hire and recruit a more diverse work
force as many of the current government employees who are baby boomers
will retire in the next ten and fifteen years.
Dr. Simon Liu presented statistical information to illustrate the
under representation of Asian Americans and Pacific Islanders in
the high grades, especially in grade 13, 15 and SES levels. The
statistical information is derived from the data provided by the
NIH/OEODM. Dr. Liu's illustrations are appended to these minutes.
There was discussion regarding the comparison of the AAPI employees
and other groups. For the higher grade positions, GS-15 and SES,
there seems to be ample candidates judging by the numbers of AAPI
employees at the GS-14 level who appear to have reached the zenith
of their careers and/or can not be promoted to the next levels.
Dr. Kington raised the question whether these qualified employees
have applied for these higher positions. Some data or information
should be acquired to clarify this situation.
Mr. Wells informed the committee that the Home page of AAPIEC is
now in the hands of a contractor. He hopes that this will be implemented
in the near future. He will keep the committee informed of the progress.
The Chair again pointed out that the Web site is a crucial means
to increase the visibility of this committee to the NIH community
and employees.
Mr. Wells mentioned that the publication in the NIH Record of this
committee is in the March 4, 2003 edition.
