IDENTIFICATION AND ACCESS FOR VISITORS TO NCI-FREDERICK
POLICY
It is the policy of the National Cancer Institute at Frederick (NCI-Frederick)
to control visitor access in order to protect the quality of research and to
maintain the safest possible environment for employees and visitors. The NCI-Frederick
reserves the right to establish a schedule for visits and may limit or deny
access.
All persons who are not employees of the NCI-Frederick, or one of its contractors,
are considered visitors. Visitors are allowed access to laboratories and animal
facilities only for work, scientific, or educational purposes. Visitors who
are unknown, unexpected, or unwelcome are considered unauthorized and shall
be asked to leave the facility. Protective Services (extension 1091) should
be immediately notified in order to identify and remove unauthorized persons,
and to assist lost visitors.
PROCEDURE
Visitors are divided into several categories. Appropriate procedures shall
be followed for each of the categories listed below:

RESPONSIBILITIES
Sponsor
The sponsor/host is responsible for informing their visitors of this policy,
scheduling visits to minimize disruption of work, providing protective equipment
and instruction on rules to be followed during the visit in order to ensure
compliance with this policy and procedure. The sponsoring organization is responsible
for insuring that Level 4 employees are accurately recorded and maintained
in the NCI-Frederick Employee Demographic system. The sponsor of service personnel
operating under a subcontract may authorize issue of an identification card
via memorandum to Protective Services. The sponsor shall be responsible for,
and shall maintain control of their visitors at all times.
NCI-Frederick Employees
Any employee who observes an unknown or unidentified (no visitor pass) visitor
should cordially greet and accompany that person to Protective Services in
Building 426. Immediately notify Protective Services (extension 1091) of uncooperative
or suspicious activity.
Environment, Health and Safety Program
Protective Services will provide daily visitor’s badges or other identification
media, assist lost persons, and escort unauthorized visitors out of the building.
Fort Detrick Police may be called by Protective Services to escort uncooperative
visitors off post.
Conference Center
Attendees of seminars and symposia (Level 1 visitors) shall be provided a
name badge by Conference Center staff. Level 1 visitors are authorized access
to Buildings 426 and 549 only and are not authorized access to secured buildings.
Scientific Library
The Scientific Library will maintain a log of visitors, including company
affiliation and verify identification of visitors.
