2004 NIH SBIR/STTR Omnibus Grant Solicitation to be Released Early January

December 17, 2003
The "Omnibus Solicitation of the National Institutes of Health, Centers for Disease Control and Prevention, and Food and Drug Administration for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Grant Applications" will be released on or about January 5. Applications will be accepted for receipt on April 1, August 1, and December 1, 2004.


REMINDER about the Next Receipt Date for SBIR STTR applications (Dec. 1): Postmark date is acceptable.

As a reminder, grant applications submitted in response to the SBIR/STTR Omnibus Grant Solicitation for the Dec. 1 receipt date will be considered "on time" if received by or mailed on or before the published receipt date and a proof of mailing is provided. Proof of timely mailing consists of one of the following: a legibly dated U.S. Postal Service postmark or a dated receipt from a commercial carrier or the U.S. Postal Service. Private metered postmarks are not acceptable.


NIH Acquisition Opportunities for Small Businesses

Are you aware of the acquisition opportunities at the NIH for small businesses? The NIH Small Business Office (SBO) serves as an advocate for small, disadvantaged, woman, veteran, service-disabled veteran and Historically Underutilized Business Zone (HUB Zone) - owned small business concerns that are interested in competing for NIH contracts. We are truly indebted to Dr. John Trawick and Elitra Pharmaceuticals for permitting us to show his outstanding Phase I (PDF - 601 KB) and Phase II (PDF - 1.1 MB, SBIR applications). Dr. Trawick submitted his Phase I application as a new investigator in December 1999, and his Phase II application in April 2002.

To avoid confusing current applicants, we have updated his original SBIR Phase I form pages onto those of the PHS398 which are required today. We have also made some minor changes in personnel names and deleted confidential salary information. Other than these minor changes, the applications are exactly as submitted.

Contracts vs. Grants: What's the difference?

The National Institutes of Health (NIH) supports research using both grants and contracts. About 95% of NIH SBIR awards are made through the grant (assistance) mechanism, and about 5% of NIH SBIR awards are made through the contract (procurement) mechanism. Click Here for more information.

Phase I PHS 2003-2 Omnibus Solicitation Available

The PHS 2003-2 Omnibus Solicitation posted on the Small Business Funding Opportunities Page for NIH, CDC and FDA SBIR and STTR Phase I Grant Applications is now available. Please read the important changes and reminders at the beginning of the document. The Solicitation is a 2-part document. Part 1 includes Program Information, Grant Application Instructions and Preparation Requirements. Part II includes the NIH, CDC and FDA Program Descriptions and Research Topics. The PHS 2003-2 SBIR/STTR Grant Solicitation includes the specific PHS 398 instructions. (Chapter VI of the PHS 398 will be updated in the near future to coincide with the Solicitation.) Applicants are encouraged to review the sample Modular or non-Modular SBIR/STTR budget pages.
