NIH SBIR/STTR Omnibus Solicitation to be released mid-January 2009

PHS-2009-2 Omnibus Solicitation of the NIH, CDC, and FDA for SBIR/STTR Grant Applications is expected to be released on or around January 16, 2009. The due dates for CY 2009 will be April 5, August 5, and December 5. AIDS and AIDS-related applications will be due May 7, September 7, 2009, and January 7, 2010.

SBIR/STTR Applications to Transition to Adobe-based Forms Beginning January 8, 2009

The NIH Guide Notice NOT-OD-08-117 announced the schedule for transitioning from PureEdge to Adobe-based forms. SBIR/STTR applications submitted after the January 7, 2009 AIDs receipt date must be submitted using Adobe-based forms. Applications submitted to the AIDs January 7, 2009, receipt date will use PureEdge software. New NIH Policy on Resubmission (Amended) Applications

NIH has announced a change in the policy on resubmission (amended) applications that applies to all applications including SBIR and STTR. Beginning with those submitted for the January 25, 2009 due date and beyond, all original new applications (i.e., never submitted) and competing renewal applications will be permitted only a single amendment (A1). Failure to receive funding after two submissions (i.e., the original and the single amendment) will mean that the applicant should substantially re-design the project rather than simply change the application in response to previous reviews. Details are included in Guide Notice NOT-OD-09-003.
SBIR Program Extended Temporarily Until March 20, 2009

The U.S. Small Business Administration (SBA) has informed agencies of recent legislative developments affecting the authorization of the SBIR Program, originally set to expire September 30, 2008. SBA has determined that P.L. 110-235 (signed into law on May 25, 2008), temporarily extends through March 20, 2009, all programs authorized under the Small Business Act and the Small Business Investment Act of 1958. SBA’s Acting General Counsel has provided official notification (PDF - 360 KB) to agencies that this extension includes the SBIR program. Therefore, agencies’ responsibilities for the SBIR Program will continue uninterrupted until March 20, 2009. (Note: The STTR Program is reauthorized through September 30, 2009.)
NIH Offers New Dual-Track Commercialization Assistance Program to SBIR Phase II Awardees

NIH announces the availability of a Commercialization Assistance Program (CAP) for its SBIR Phase II awardees from the past five years. Now in its fifth year, this program is designed to help some of the nation's most promising life science small companies develop their commercial businesses and transition their SBIR-developed products into the marketplace. New this year is two distinctive tracks that offer customized assistance for both early stage and seasoned companies: Commercialization Training Track and Accelerator Commercialization Track. SBA proposes to increase SBIR Phase I and Phase II award thresholds. Comments on Federal Register Notice due by September 15, 2008. August 21, 2008
The U.S. Small Business Administration (SBA) seeks comments on proposal to raise SBIR Phase I award threshold amounts from $100,000 to $150,000, and Phase II award threshold amounts from $750,000 to $1,000,000. SBA believes these changes will cover general increases in the costs of conducting SBIR-funded projects that have occurred since 1992 due to inflation. Also see the full Federal Register Notice

NIH Offers SBIR Niche Assessment Program for Phase I SBIR awardees in FYs 2008 and 2009 Now Available

NIH has contracted with Foresight Science and Technology to perform Technology Niche Analyses (TNA™) for 75 NIH SBIR Phase I awardees for fiscal year (FY) 2008 and the upcoming FY 2009. For each eligible SBIR Phase I project, the TNA™ will assess potential uses of the technology and result in a report that addresses the end-user needs, current and emerging competing technologies, the market dynamics, and the technology’s competitive advantage. (NOTE: This program is not available to STTR awardees.) PHS 2008-2 Omnibus Solicitation for SBIR/STTR Grants Now Available

The PHS 2008-2 Omnibus Solicitation of the NIH, CDC and FDA for SBIR/STTR Grant Applications and SF 424 (R&R) Application Guide for SBIR/STTR Grant Applications are now available. The solicitation consists of: (1) a parent funding opportunity announcement (FOA) for SBIR, (2) a parent FOA for STTR, and (3) narrative descriptions of the programs and research topics (in PDF and MS Word formats). The due dates for CY 2008 are April 5, August 5, and December 5. AIDS and AIDS-related applications are due May 7, September 7, 2008, and January 7, 2009.
