Title 42- Policy, Pay Setting, Pay Adjustments, and Performance Evaluation

Title 42 is the term commonly used at NIH to cite a human resources appointing authority that appears in Title 42, §209 (f) and (g), of the United States Code. Title 42 is a flexible hiring mechanism that allows NIH to attract and retain staff with outstanding scientific, technical and clinical skills.

Pay

Performance Management

Effective June 30, 2006, the majority of Title 42 employees are now covered by the DHHS Performance Management Appraisal Program (PMAP) dated January 17, 2006.

EXCEPTION -- Title 42 209 (f) employees appointed into one of the positions listed below are excluded from PMAP and will be covered under a new performance management plan to be issued by DHHS.

Professional Designations and Programs

Intramural Professional Designations and Procedures as Determined by the Office of Intramural Research (OIR)

The Office of Intramural Research (OIR) is responsible for oversight and coordination of intramural research, training, and technology transfer conducted within the laboratories and clinics at NIH. OIR maintains the Intramural Research Sourcebook that provides a summary of policies governing intramural research at NIH. The Sourcebook also provides information regarding requirements for and procedures for different scientific positions.

Extramural Professional Designations and Procedures as Determined by the Office of Extramural Research

The Extramural/OD Title 42 Model provides a methodology for categorizing Extramural/OD scientific positions into professional designations and a framework to ensure that Title 42 appointments are made appropriately.  The Extramural Title 42(f) Committee (ETFC), in conjunction with the Office of Extramural Research, is responsible for approving the professional designation of all NIH Extramural and OD positions.
