NATIONAL CENTER FOR TOXICOGENOMICS MICROARRAY RESOURCE Release Date: September 6, 2001 NOTICE: NOT-ES-02-002 National Institute of Environmental Health Sciences NIH-ES-01-18 The National Institute of Environmental Health Sciences (NIEHS) is soliciting proposals for the purpose of (1) providing gene expression platforms and protocols for acquiring high quality gene expression data from chemical treated biological systems (Task 1), and (2) providing a gene expression profile database containing analysis and data mining tools (Task 2). In addition, there may be up to four (4) optional studies per year encompassing up to a total of 2400 purified RNA samples (Task 1). Specifically, the Contractor shall establish a gene expression platform that demonstrates utility and validity through data generation and exchange with the NIEHS Microarray Center (NMC); develop standards and practices for incorporation of data from NIEHS extramurally supported consortia; conduct gene expression analysis; develop a database management system; implement a robust data mining tools and public access to store information, computed data and integrated public domain biological resources; and host, maintain, update and secure the database system. Offeror may propose either or both Tasks. One or more awards are anticipated with an award date of August 1, 2002. The period of performance is expected to be five (5) years. For estimating purposes the Government estimates the level-of-effort as follows: Gene Analysis Capabilities (Task 1): 13,832 direct labor hours per year as Senior Professional - 832 direct labor hours (i.e., Principal Investigator, bioinformatics leader); Other Professionals - 12,480 direct labor hours (i.e., laboratory technician, computer technician), Administrative Support - 520 direct labor hours. The Prototype Microarray Gene Expression Database System (Task 2): 15,080 direct labor hours per year as Senior Professional - 2,080 direct labor hours (i.e., Principal Investigator/Bioinformatics, information technology systems leader); Other Professionals - 12,480 direct labor hours (i.e., computer technician); and Administrative Support - 520 direct labor hours. Optional Studies: 13,832 direct labor hours as Senior Professional - 832 direct labor hours (i.e., Principal Investigator/Bioinformatics leader); Other Professionals - 12,480 direct labor hours (i.e., laboratory technician, computer technician); and Administrative Support - 520 direct labor hours. The anticipated release date of the RFP is September 24, 2001 with proposals due January 8, 2002.
