Clarification/Operational Implementation of
Title 42 Clinical Research Support (CRS) Provisions (1/05)
Statements of Duties
For actions involving current CRS employees, a new statement of duties is only required if the employee is going into a new position (e.g., Clinical Research Nurse to a Nurse Manager). Note: in this example, the position also would need to be advertised.
Fast Track Recruitment Request form
The Fast Track Recruitment Request form is only required when a department does not want to advertise a position. The use of Fast Track recruitment should be discussed with Tom Reed prior to completion of the Fast Track Recruitment Request form. Dr Gallin must approve the use of Fast Track on the request form.
Voluntary Conversion Statement
All employees converting from a GS position to Title 42 CRS must sign a Voluntary Conversion Statement. This includes employees coming from outside HHS/NIH as well as current HHS employees.
Use of Request for Individual Salary Assignment or Increase form (ISA):

If there is an increase in salary, the submission of an ISA will be required.
- No justification is required for setting salaries that involve less than a 5% increase of an employee’s current pay. The pay stub will be used to demonstrate the percentage of increase.
- Justification is required for setting salaries 5% or more above an employee’s current pay.
- Conversion of current employees from GS to Title 42 CRS with no change in salary may require the submission of an ISA.
- If the conversion is a result of a recruitment action, an ISA will be required.
- A conversion from GS to Title 42 CRS that results in a salary in the high range of pay band I and/or the lower range of pay band II, will require that the Department Head submit an ISA form or another form of communication such as an email, memo, etc., to document the appropriate pay band.
- Employee movement of a Title 42 CRS employee from one Department/Section/Unit to another Department/Section/Unit with no change in salary will not require the submission of an Individual Salary Assignment (ISA) form.
Supplemental Pay/Awards
- All Title 42 CRS awards must be submitted on the Title 42 CRS Request for Supplemental Pay form.
- Assistants will key all awards using the nature of action code and authority code for a Special Act or Service Award except for referral bonuses and retention allowances. There are existing nature of action codes and authority codes for referral bonuses/retention allowances that should be used for those actions.
- The Clinical Center $2500 annual awards budget limitation does not apply for Title 42 CRS. The delegation to approve Title 42 CRS Supplemental Pay is based on who has the authority to approve total compensation (Base plus Supplemental Pay).
- All supplemental pay will be paid out as a lump sum except for retention allowances that are paid biweekly.
Position Titles in OHR Processing
The pay band numerator will no longer be required as part of the official title in OHR processing of the Title 42 CRS Statement of Duties Coversheet.
Note: the pay band numerator still must be included where indicated on CRS forms prepared by Departments.
