The following list of topics are commonly perceived to be human resources functions. At the National Institutes of Health (NIH), some of these HR-related topics have their own programs or are not managed by the Human Capital Group (HCG). A-76/Competitive Sourcing

The NIH A-76 website was established to provide information about the Competitive Sourcing activities (sometimes referred to as the Commercial Activities (CA), or A-76 Program) being conducted at NIH in support of the President’s Management Agenda’s Competitive Sourcing Initiative. Combined Federal Campaign (CFC)

The Combined Federal Campaign (CFC) is the charitable fund-raising program for federal employees. The CFC is known to be the most inclusive workplace giving campaign in the world with the number of participating charities estimated at over 20,000 nonprofit charitable organizations worldwide. Delegations of Authority Database (DOA)

In response to a request by the NIH Director, the Office of Management Assessment (OMA) was asked to develop a database in which the delegations of authority across NIH could be maintained and tracked easily. Now, the DOA database provides authorized members of the NIH community with the ability to enter delegations for their respective IC. For more information, please go to the NIH DOA web site .

Employee Assistance Program (EAP)

The Employee Assistance Program (EAP) at NIH is available to assist NIH employees with concerns that may affect the quality of your work and family lives. We all experience personal and work concerns from time to time and we know that many situations improve with access to professional consultation. The EAP is a confidential service that was established at NIH 20 years ago to respond to these types of issues. The Office of Research Services (ORS) hosts the EAP information web site.

The HHS Office of Human Resources (OHR) provides leadership to the development and assessment of the Department's human resources program and policies. In coordination with the Operating Divisions (OPDIVs), including the NIH's Office of Human Resources (OHR), the HHS's OHR designs human resource programs that support and enhance the HHS mission. Transition Center

The NIH Transition Center is a resource for employees whose job functions are studied or lost as the result of Administration or Departmental restructuring initiatives such as competitive sourcing (A-76) or consolidation. The National Institutes of Health is dedicated to helping its employees balance the demands of work and life.
