Senior Biomedical Research Service (SBRS) Benefits
Health and Life Insurance
Covered under Federal Employees Health Benefits Program (FEHB), and under Federal Employees Group Life Insurance Program (FEGLI). Coverage of current civilian employees will remain unchanged upon entrance into the SBRS.
Notes For Seperated or Retired Commisioned Officers (COs):
- Health Insurance
- Coverage of current civilian employees will remain unchanged upon entrance into the SBRS.
- Separated COs may elect coverage under FEHB. Retired COs will retain eligibility under existing provisions of CO self & dependent coverage, but may also elect coverage under FEHB.
- Life Insurance
- Coverage of current civilian employees will remain unchanged upon entrance into the SBRS.
- Separated or retired COs have 120 days free continued coverage under Servicemen’s Group Life Insurance (SGLI); retired COs may convert to Veterans Group Life Insurance (VGLI) during that period. Upon SBRS appointment, former COs may elect coverage under FEGLI (basic & several additional options), with premiums deducted from pay.
Retirement Coverage
Civilian employees will remain under their current system, either FERS or CSRS, upon entering SBRS.
Notes For Seperated or Retired Commisioned Officers (COs):
- Separated or retired COs will be covered under FERS, except: COs with 5 or more yrs. prior civilian service not credited towards CO retirement, some or all of which was under CSRS, will be covered by CSRS-Offset, & will have 6 months to elect FERS.
Leave
Civilian employees will continue to accrue annual leave under the same conditions as they do currently. Maximum carryover for GS & excepted service employees will remain unchanged at 240 hrs.
Notes For Converting SESers:
- Converting SESers will be subject to the 240 hr. SBRS leave ceiling.
- Those whose leave balance upon entering SBRS exceeds 240 hrs. will retain the balance as an individual leave ceiling, until the balance at the end of a leave yr. is equal to or below 240 hrs.
- However, an individual leave ceiling may not exceed 720 hrs. (the maximum in SES), unless the employee had a personal leave ceiling above 720 hrs. while in the SES.
Notes For Seperated or Retired Commisioned Officers (COs):
- The leave balance of former COs may not be transferred.
- Separating COs may be paid for accrued or accumulated unused leave, not to exceed 60 days lifetime for leave accrued after 2/9/76. COs may be appointed to the SBRS while on terminal annual leave from the Corps.
- Former COs will accrue annual leave at the SBRS minimum rate, except: COs whose uniformed service, and/or prior civilian service (if any), is not credited towards CO retirement, may have such service credited in determining their SBRS leave accrual rate.
- Separate leave accrual determinations will be required for each former officer.
