The General Accounting Office: Just the Facts Charles W. Schmidt Abstract Figuring out which agency programs deserve scarce resources is in many ways the ultimate responsibility of government. The General Accounting Office (GAO) , an independent, nonpartisan agency that investigates whether government programs are meeting their objectives and providing the public with good service, acts as an unbiased watchdog, free of political affiliations, to guard the public's money and make sure that it's being spent wisely. Working at the request of the Congress, the GAO has produced over 1,000 reports and publishes hundreds of testimony transcripts every year.
