NIH Staff Electronic Council Book Logon was retired on June 3, 2008.
Alternate NIH systems are available: Query/View Reporting (QVR) and Council Portal & Archive (CPA)

In an effort to streamline system maintenance, and provide higher quality eRA Reporting applications for IMPACII grants data, the Staff ECB was retired as of June 3, 2008. Two applications are available as replacements for Staff ECB:

In the beginning, there was just the Electronic Council Book (ECB) designed primarily for council activities. In 1996, when additional information was required for NIH staff, the Staff ECB was created, however it only included pending projects. Eventually enough demand was made for including all applications regardless of their status, and the QVR system came into being in 1999. It quickly morphed into a powerful analytical tool for ad hoc querying and reporting. To help users transition from Staff ECB to QVR, the original Staff ECB search profile has been resurrected in QVR. This search screen has the exact same format as the existing Staff ECB module - and the same output options, yet users can also take advantage of the enhanced QVR download functionality.

The Electronic Council Book also took a course of its own and has since been greatly enhanced. A new spin off of the ECB is the Council Portal & Archive (CPA) - scheduled for release in April 2008. For those seeking a Staff ECB replacement with an emphasis on Council related business activities, this new ECB portal provides frozen (archived) ECB data for each IC at the end of each council rollover date as well as the current council data. It includes all council history data, including council meeting assignments, discussion items, early concurrence actions, and COI data (restricted access).
