Purpose

To define programmatic requirements by identifying the purpose, scope, and objectives of contracts.

Procedure

Project Officers

  • After NIAID internal approval, develop project concepts. This may involve performing in-depth literature searches, assessing previous contract results, and discussing the concept with scientific staff in and outside the government. In these discussions, do not disclose advance information about an acquisition that would give anyone an unfair advantage.
  • Present concepts to Council for concept clearance. Some exclusions are described in NIH Manual Issuance 6315-1, item F.1.a.(2).
