Minutes follow:
è Opening Remarks Ms. Diane J. Frasier IAC Co-Chair, Acting Director, Office of Acquisition and Logistics Management, Head of the Contracting Activity
Ms. Diane Frasier welcomed everyone to the IAC meeting and introduced Mr. Thomas Keith as the new Acting Director of the NITAAC Program. She briefed on his considerable talents, experience, and successes as the former head of NIH’s Division of Logistics Services. Tom brings over 20 years of experience in acquisition and logistics management in both DOD and NIH to NITAAC. The IAC members then introduced themselves.
è Discussion of Alliant Award to 29 Vendors Mr. Rusty Wall IAC Co-Chair
Rusty Wall provided a brief update on the GSA award of the Alliant Contract which plans to provide similar services to all Federal Agencies similar to the services available on NITAAC’s CIO-SP2i contract.
The award was made by GSA to 29 companies, of which 20 reported revenues last fiscal year of over $1B. Six additional companies are in the $250M to $1B range and 3 companies are in the $100M -$250M range. Seven protests have been filed so far. Proposals for GSA’s Small Business Alliant Contract are still being evaluated with award estimated for the first of next year. Both the Large Business Alliant and Alliant Small Business have a very similar scope and SOW with the exception of a few necessary changes in RFP requirements to accommodate the differences in business size.

Programs Subcommittee Chair, led a roundtable discussion on the detailed
results and associated analytical roll-up of the comparative analysis of the
newly awarded GSA Alliant GWAC and representative NITAAC GWACs including
CIO-SP2i. She distributed copies of the results of the
Programs Subcommittees analysis to meeting attendees. She also provided a copy of the Programs

è Report on NITAAC Contract Performance
Mr. Donald Wilson, NITAAC Senior Contracting Officer, reported on NITAAC contract performance as of the end of September 2007.
• ECS III has an inception-to-date award total of over 67,000 orders for a total value of $1.3B.
• IW2nd has currently awarded 471 Delivery Orders with a value of $71.5M and 43 Task Orders with a base award value of $13M and an option value of an additional $21M.
• CIO-SP2i has 521 awarded Task Orders with a base value of $1.7B and an option year value of $6.9B if all options are exercised.
è Discussion of NIH’s New Business System Mr. Thomas Keith Acting Director, NITAAC
NIH has moved to a New Business System (NBS). Accordingly, all NITAAC contractors have received contract modifications that provide new invoicing instructions. The NBS is a tailored COTS product that, among other things, has required NITAAC (and NIH’s Contracting Officers) to revise the awarded contract numbers, and has changed NITAAC’s procedures and business systems. It has also eliminated the use of ROC numbers for NIH funded tasks. Details on these changes have been provided to all contractors directly for the contracts affected.
In an effort to enhance the word going out about the necessary changes, all contractors are reminded that their invoices can not be paid by NIH in this new system if the invoices are not in compliance with the NBS business rules.
Accordingly, all contractors are asked to re-read the NBS rules provided to NITAAC by the NIH New Business System. The NBS rules have also been incorporated into each contractor’s contract. Click on the links below to view the invoicing-related files.

2. The Section J attachment New Business System Procedures (in one file) that must be followed for:
• Cost-Reimbursement Type Contracts, NIH (RC)-1, NIH
Fixed Price Contracts NIH (RC)-2
• Invoice/Financing Request And Contract Financial Reporting For NIH Cost-Reimbursement Contracts, NIH (RC)-4.
3. Article G contract language provided to each NIH Contracting Officer to use when awarding the necessary modifications to each Contract.
Please re-read these instructions and ensure that your Invoicing Department is following these procedures. NITAAC notes that many of the invoicing difficulties that have arisen in the last couple of months can be traced back to failure of vendors to follow the new invoicing rules required by the new system.
è Next IAC Meeting
The next IAC Meeting will be held on Thursday, November 15, 2007 from 10:00 A.M.– 11:30 A.M. in Conference Room 6D01, Bldg. 6100 Executive Blvd.
The IAC will, at a minimum, be presented with and discuss the continuing results of the collaborative efforts of the IAC Programs Subcommittee, lead by Diane McLaughlin, and the recommendations to the IAC as a result of an analysis of the SARA Panel recommendations conducted by the Government Affairs Subcommittee.
The IAC will also discuss the process to nominate a new Chairperson for the Government Affairs Subcommittee.
In addition, NITAAC Contract Performance and the ongoing efforts of the NITAAC Outreach and Education Team will be presented.
