Receipt and Referral (RR)

What is Receipt and Referral?

The Division of Receipt and Referral is responsible for the receipt, processing, and assignment of competing grant applications for all of the Institutes and Centers of NIH and some other components of the Department of Health and Human Services.

Staff schedules and monitors overall workflow; tracks request for applications (RFA), program announcements (PA), and program announcements with special referral guidelines (PAR); ensures policy compliance for certain topics; handles changes in assignment; and addresses special assignment issues, such as Council deferrals, Principal Investigator assignment concerns and Institute/Center assignment issues.

The Division of Receipt and Referral also oversees the development of Federal guidelines for both review and Institute/Center assignments and reviews, and provides clearance for publication of materials in the NIH Guide to Grants and Contracts. Finally, the Division of Receipt and Referral also serves as an information source for NIH staff and applicants.
