Research Fellows Training/Appointment Mechanisms

Research Fellows are doctoral level scientists appointed to time-limited fellowships during which they perform laboratory or population-based biomedical research relevant to the program's needs.

Appointment Type

Indefinite appointment, up to 5 years with renewal(s) available.

Eight year overall limitation applies.

Limited tour only (time limited). Ten years is an absolute overall limitation for program limited tour of duty.

Program Provisions

Non-tenured, non-permanent post-doctoral training mechanism for research MDs, PhDs or dentists. Intent is to provide developmental experience and training in biomedical research pertinent to NIH needs.

Uniformed mechanism for limited tour employment of MDs or dentists. Intent is to provide developmental experience and training in biomedical research pertinent to NIH needs.

Grade Structure

Positions are ungraded.

Rank of 03 or 04 is based on the officer rather than the position.

Qualifications

Fellows: MD, PhD, or DDS. Fellows may present with 0-8 years of post-doctoral experience relevant to the position.

Senior Fellows typically have 10 or more years post-doctoral experience.

Foreign graduates: ECFMG or NBME certification

Must be degreed as a Medical Officer, Dentist or other health professional. Fellows may present 0-8 years of additional education and experience relevant to the position.

Type of Service

Civilian positions in the excepted service.

Uniformed health professionals.

Citizenship

D: US citizens and resident aliens

VP: nonresident alien with an employment visa.

US citizens

Base Pay Rates

Tier 1: $39,680 - $70,379

Tier 2: $70,380 - $81,239

Tier 3: $81,240 - $92,203

Tier Ranges specified in NIH T42 Pay Model. effective 12/21/04.

 

Pay Grade:

  • 0-3: $37,494 - $60,998
  • 0-4: $42,646- $71,924

 

Supplemental Pay Mechanisms

Recruitment or retention incentives of up to 25% of base pay.

For Physicians PCA (Physicians Comparability Allowance) Maximum amounts:

  • $14,000 for less than 2 years government service;
  • $30,000* for 2 or more years of government service

*Amounts above $20,000 must meet mission-specific criteria.

BAS: $2,103

BAH: varies

For Physicians:

  • VSP: $5,000- $12,000
  • BCP: $2,500 - $6,000
  • ISP: $12,000 - $36,000
  • MRB: $12,000 - $33,000
