Alcohol Epidemiological Data System (AEDS)

Summary

The proposed contract is 100% set-aside for small business concerns, under NAICS Code 541512, with a size standard of $23.0 million. This acquisition is for the Alcohol Epidemiologic Data System (AEDS) which assists the National Institute on Alcohol Abuse and Alcoholism (NIAAA) in the conduct of their research and research dissemination program. The focus of AEDS is alcohol epidemiologic surveillance and secondary analysis of alcohol-related survey data. The successful offeror will prepare Surveillance Reports on alcohol-related topics including US per capita intake of alcohol, and performance of statistical analyses using major survey datasets which contain alcohol consumption variables as well as demographic and behavioral descriptors. Areas of particular interest are trends in alcohol-related morbidity and mortality, attributable risk, health status, chronic medical conditions, and health disparities. The successful offeror must have in-depth knowledge of alcohol, including survey datasets containing alcohol variables, and alcohol-related conditions. Excellent scientific writing skills are required. NIAAA anticipates awarding a five (5)-year, cost- plus-award-fee performance based contract as a result of this solicitation. The incumbent contract was awarded to CSR, Incorporated, Arlington, Virginia, in the total amount of $5,863,847 for a five year period of performance. All responsible small business concerns may submit an offer which will be considered by the government.

It is anticipated that receipt of proposals will be due no later than 3:00 pm, EST on or about April 18, 2008. Award of this project is anticipated on or about September 16, 2008. No collect calls will be accepted.
