When Bad Things Happen to Good Systems
Yes, sometimes bad things happen and electronic systems have
problems. The bottom line is NIH has contingency plans in place to make sure
applicants are not penalized when system issues prevent application submission.
Last week Grants.gov experienced a system issue that affected the ability
to process system-to-system transactions both from applicants to Grants.gov
and from Grants.gov to agencies. From the morning of Wednesday, November 22
through the afternoon of Friday, November 24, NIH was unable to pull and process
applications queued to Grants.gov. Applicants that rely on system-to-system
solutions were unable to submit. We invoked our contingency plans and receipt
deadlines that fell within the downtime were extended to the next business
day for system-to-system users. Although form-based application submissions
made it to Grants.gov during this period and received their on-time timestamp,
those applications were not processed by NIH within the one business day target
and applicants experienced a delay in response from NIH.
This is not the first time Grants.gov or eRA Commons has experienced a system
issue and I’m sure it won’t be the last time either…though
I hope they are few and far between.
