On April 17, 2005, NIH converted to a new payroll provider, the Defense Finance and Accounting Services (DFAS). This was the result of the U.S. Office of Personnel Management assigning (on Novermber 20, 2002) DFAS as the provider of payroll services to all agencies under the Department of Health and Human Services. The conversion to DFAS is the first step in the ePayroll (or ePay) initiative, which is a directive of the Presidential Management Agenda.
The most noticeable difference for NIH employees is a new system called myPay that replaced Employee Express. DFAS mails a PIN and temporary password to each employee’s home address. myPay at NIH is mandatory.
Accessing myPay enables employees to make the following changes:
- home address;
- direct deposit;
- start, change, or stop allotments;
- start, change or stop savings bonds;
- Federal and/or state tax withholdings;
- start, change, or stop your TSP and/or TSP Catch-up contributions;
- make a health benefits open season election or change;
- access your IRS form W-2 and
- access your bi-weekly Leave and Earnings Statement (LES).
You will need your myPay (DFAS) PIN to access myPay (DFAS). If you have misplaced your PIN, you can request a new myPay PIN in two ways. One of which is by selecting "New Pin" on the myPay (DFAS) website. Please make sure you use the "Go" button to finalize your request. Using this method your PIN will be mailed to your current record of address within 7 to 10 business days.
If you need it sooner, your second option is to send a fax to 216-367-3549. You will need to include in your request, your name, SSN, a daytime phone number, a copy of your NIH ID, and you must sign the fax. Upon receiving your fax, the Defense Finance & Accounting Service (DFAS) will reset your PIN using the last 5 numbers of your SSN as your temporary PIN. You will then be able to log in within 24 hours using your temporary PIN. Upon logging in, you will be prompted to reset your PIN.

The Centralized Customer Support Unit can provide assistance on how to use the options available to you in myPay, provide support for establishing and changing your PIN.
