7.3 | Multimedia Information Kiosk Network Feasibility Assessment | |
The contractor shall develop and implement a plan to assess the feasibility of developing a multimedia information kiosk network to deliver NHLBI education program information to public audiences. The feasibility assessment is expected to examine customer needs and identify opportunities to meet their needs using this medium to better reach and engage target audiences of interest to the national education programs and initiatives. Customer and placement assessment should be included in the plan. The contractor shall complete the assessment by the end of month 9 of the contract and submit a report summarizing the findings of the assessment and recommendations for NHLBI to consider in implementation.
[For solicitation purposes, the offeror should describe the methods that will be used to satisfy this requirement. No program material will be developed during the feasibility assessment.] |

7.3.1 | Multimedia Information Kiosk Network Pilot | |
Based on the findings and recommendations from the assessment, the contractor shall conduct an 18-month pilot study, beginning in year 2 of the contract, to test market and evaluate the use of multimedia kiosks as access points in disseminating health information and in connecting users electronically to the NHLBI Response Center. [For solicitation purposes, the offeror should identify and describe means by which it will connect users electronically to the NHLBI Response Center.] NHLBI education program coordinators and other NHLBI subject-matter experts will provide guidance to and work with the contractor's subject-matter specialists to develop the multimedia materials for dissemination via the information kiosks. The contractor shall conduct the pilot in a community setting, and will secure placement of the kiosks at appropriate sites such as malls, pharmacies, libraries, churches, clinics, etc. A final report of the pilot study shall be submitted to NHLBI within 6 weeks after completion of the study.
[For solicitation purposes, assume a 10-kiosk network will be used in the pilot study design, and that rotational kiosk site assignments will be used to provide an opportunity for diverse audiences and sites to be included in the pilot study. Based on the assessment, a mix of developmental efforts may be indicated that could range from new multimedia materials to use of existing NHLBI electronic materials at the time the project is initiated. The materials may be developed under this or other contracts as NHLBI is in a continuous mode of development of new electronic products. The offeror shall describe the methods that will be used to satisfy this requirement.] |
