è  Opening Remarks - Mr. Victor E. Powers, NITAAC Program Director

Victor Powers welcomed everyone and kicked the meeting off.

è  Federal Electronics Challenge Program Overview - Mr. Victor E. Powers,

The NITAAC Program Director, Victor Powers briefed the IAC on a new initiative introduced by the Environmental Protection Agency (EPA) under Executive Order 13101.  Most Federal Agencies are already supporting the President’s Executive Order for “green computing” or “environmental IT.” The Federal Electronics Challenge Program is a purchasing, use, and end-of-life challenge to purchase more environmentally preferable computer products.  By 2008, 95% of computer units purchased by government contracts will be qualified as Bronze or higher in accordance with the EPA Electronic Product Environmental Assessment Tool (EPEAT) standard.  EPEAT is an environmental procurement tool designed to help purchasers compare desktop computers, laptops and monitors based on their environmental attributes.  NITAAC expects to implement this new policy as quickly as possible by making changes to its existing contracts where possible, and by offering this feature to its Government customers.  The IAC discussed that one of NITAAC’s challenges is the requirement to maintain the fair opportunity process with its many vendors during the transition to the new EPEAT computer equipment standards – especially with those vendors who do not yet offer EPEAT-tested products.  

è  Discussion on Planned NITAAC Business Meeting (November 17, 2006)                    

Victor E. Powers addressed the IAC on the upcoming planned NITAAC Business Meeting currently scheduled for November 17, 2006 at the Neuroscience Building adjacent to NITAAC.  A 10:30 A.M. kick-off is planned.  (For a copy of the draft of the NITAAC Vendor Business Meeting agenda presented at the IAC Meeting please click here - comments /suggestions are welcome).

è     NITAAC’s Outreach/Upcoming Shows and Marketing Programs

Cheryl Brown, CTS, from NITAAC’s Outreach and Education Team briefed the IAC on the upcoming NITAAC Webinar currently scheduled for October 12th.  This will be a live event initially for Government customers only.  Immediately after the event, the Webinar will be posted on the NITAAC web site for all to view.  A notice will be sent to all prime contractors shortly asking that they invite their Government customers to log in to the Webinar.  This is a benefit to your customers that use GWACs.  Primes are also asked to contact NITAAC with recommendations for future speakers at NITAAC events that you would like to hear.

 

The October 12th Webinar will feature a presentation on The Future of GWACs—Choices, Options, and Benefits by Dr. Steven Kelman former OMB Administrator for the Office of Federal Procurement Policy under President Clinton. 

 

Cheryl Brown also provided a NITAAC Learning Center Update.  NITAAC has a pilot in progress, developed by CTS, that provides web-based learning assets to both Government customers, and contractors available via the NITAAC Website.  As soon as the pilot is complete, the learning center will be opened to all in the October time-frame.  Please watch for it to appear.

 

A NITAAC Newsletter is in the works with articles of interest to all Prime Contractors and their customers.  It will feature news and events germane to NITAAC’s contracts.

 

Outreach Schedule for October 2006.

 

·    Greg Holliday, from NITAAC, and Bob Grove, from CTS, will be representing NITAAC at the upcoming AFCEA C4IST Show, Ft. Huachuca, Arizona during the first week in October. 

·    The next show for NITAAC is the GovTech 2006 Fall series at various East Coast military bases in the Norfolk and Hampton Virginia areas– also in the first week in October.  

·    Later in October, NITAAC will be participating in the Acquisition Management Symposium in Hershey, PA on October 23-25.

·    NITAAC will also attend the ARMA International 51st Annual Conference and Expo in San Antonio, Texas from Oct 22-25.

·    Diane Frasier and Victor Powers will represent NIH and NITAAC respectively at the IAC Executive Leadership Council in Williamsburg, Virginia from October 29th to 31st.

è  E-Gov Enterprise Architecture Conference September 13, 2006, Washington, D.C.    

Ms. Cheryl Brown, CTS, briefed on the results of NITAAC’s participation in the E-Gov Enterprise Architecture Conference.  Her comments were - Best conference – great location at the Ronald Reagan building-the right audience resulting in Good leads.  Overall very positive for NITAAC and industry participants!!!

 

è       Discussion/Status of IAC Subcommittees’ Agenda Items   Mr. Rusty Wall

  Marketing- Ms. Geralynn Franceschini provided a short presentation on the Marketing efforts to date.

  Programs- Ms. Diane McLaughlin could not attend the September meeting.

  Government Affairs- Mr. Dwight Chamberlain briefed on the efforts of the Government Affairs subcommittee examination into the changing GWAC contract environment.  He presented some interesting perspectives on the changes in the environment. (Please view the attached Government Affairs subcommittee minutes from the Sept 2006 meeting.)

Senior Contracting Officers, NITAAC

ECS III has an inception to date total of 60,000 orders for a total value of $1.2B.

IW2nd has recently added numerous CLINs to its portfolio.  Currently awarded are 460 Delivery Orders with a value of $71M and 42 Task Orders valued at $17.2 in initial award value (w/ options $13M additional).

CIO-SP2i now has 559 awarded Task Orders with a base year value of $1.5B and an option year value of $6.0B if all options are exercised. 

è  OMB/GSA IT Standard Labor Categories Strategic Sourcing Work Group                  

Mr. Donald Wilson, Senior Contracting Officer is representing NIH on an OMB Strategic Sourcing Working Group for GWAC Contract holders’ investigation measures to standardize IT-related labor categories and rates.  More info to follow as the working group holds its sessions.

All NITAAC Contractor Primes are solicited to suggest agenda items for the business meeting.  Let us hear what’s on your mind.

The next IAC Meeting will be held on Wednesday, October 18, 2006 from 10:00 A.M. -11:30 A.M.  The meeting will be in Bldg. 6011 Executive Blvd., Conference Room 605K.  The location is changed due to unavailability of the 6D01 Conference Room in the adjacent building.  The IAC will, at a minimum, discuss the final agenda for the NITAAC Vendors Business Meeting and the subcommittee minutes as presented by each Subcommittee Chairperson, and the ongoing efforts of the NITAAC Outreach and Education Team at our next meeting.

 

Additional agenda items include the new EPEAT standards and the introduction of additional content on the IAC Learning Center site.

In preparation for the Vendors Business Meeting, all NITAAC Prime Contractors are solicited to suggest agenda items for the upcoming business meeting.

The agenda for the Vendors Business Meeting will include items specific to each individual NITAAC contract (CIO-SP2i, IW2nd, and ECS III).

Your input is requested on any new agenda items for the next IAC meeting, and for the next NITAAC business meeting on November 17th.  Please propose any desired agenda items or your desire to participate on the IAC Subcommittees as a new member.
