Opening
Remarks by Victor Powers and Diane Frasier, NIH, IAC Co-Chair
Diane Frasier and Victor
Powers welcomed everyone and kicked the meeting off.
As a part of the kick-off
discussion, it was agreed that the minutes of the IAC meeting would in the
future be sent by the Co-Chair to all NITAAC Prime contractors each month. This transmission of the minutes would be in
addition to being posted to the NITAAC web site, and to being sent to all IAC
and Committee members.
Discussion of Proposed Agenda Items for the
upcoming NITAAC Contractor Business Meeting - Victor Powers, NITAAC
Victor Powers announced that
plans were being formulated for a NITAAC Business Meeting for all NITAAC
contractors in the October 2006 time-frame.
The discussion that followed showed agreement on the following:
First, all NITAAC Contractor
Primes should be solicited to suggest agenda items for the business meeting.
Second, some part of the agenda
would be specific to each individual NITAAC contract (ECS III, IW2 nd, and CIO-SP2i).
Third, there are some possible
agenda items that could be common to all three contracts. These could include contract changes
resulting from OMB mandates to NIH/NITAAC on its GWACs such as: contract
modifications on EVMS reporting, HSPD-12, or on other Federal acquisition
environment changes mandating unilateral modifications on the current contracts.
Fourth, there was discussion
concerning inviting a keynote guest speaker to address the group on a topic of
interest to all. All agreed that having
a guest speaker was a potential draw to the meeting.
NITAAC’s
Outreach and Marketing Programs - Beverly Bricker, CTS
Beverly Bricker briefed on
NITAAC’s new Outreach and Training Initiative.
The first order of business was the upcoming launch of NITAAC’s
Victor Powers
provided updates on the several OMB mandates related to NITAAC’s GWACs. The Webinar presentation (above) is the first
of many steps to address OMB mandates to Executive Agents to provide training
to their staff, to customers and to contractors to assure quality and to reduce
program risk. He reemphasized that NITAAC welcomes comments and recommendations
concerning their training program.
In addition to the topics
listed above, Beverly Bricker provided a couple of samples of additional topics
she was submitting to NITAAC’s Program Director for inclusion in the August
Webinar. The date and topics included
for the August Webinar will be announced shortly-- so please be on the look out
for NITAAC’s announcement.
As a separate, but related
topic, Beverly Bricker has asked that all NITAAC Prime contractors provide, to
her, the names and email addresses of the appropriate Prime Contractor business
development personnel who should be involved in NITAAC’s Outreach and Education

Annual its.Gov – NITAAC Pavilion and Vendor Participation Beverly Bricker
Beverly Bricker and Linda Martin
briefed on the plans for the upcoming its.Gov Conference in July where the
NITAAC has an entire aisle of NITAAC vendors in addition to a booth. She, again, invited companies to attend
its.Gov, and to hear Victor Powers’ presentation during the Government-wide
Contracts Panel. Beverly and Linda also
briefed on their plans for NITAAC’s booth and upcoming presentations at the
Land Warfare Conference in August.
Discussion /Decisions on Agenda
Items for IAC Subcommittees

Affairs Subcommittee
Geralynn Franceschini – Chair of Marketing Subcommittee provided her
meeting minutes and briefed on the status future agenda items and results of
the marketing subcommittee meeting held in July. Geralynn distributed her written minutes (see attached IAC Marketing Subcommittee
meeting minutes for July where ECS III marketing was the main focus). The major points of discussion included the
need for additional Marketing Subcommittee members representing ECS III and the
need to prioritize marketing efforts. Geralynn also noted the obvious value of
including marketing subcommittee inputs in the NITAAC Outreach and Education
ongoing effort as led by CTS. All agreed
with the above and with the value of another Quarterly NITAAC Vendor/ Business
meeting as soon as possible. Please note
that the next Marketing Subcommittee meeting will be held at NITAAC at 10:00 AM
on the second Tuesday of September- September 12th.
Diane McLaughlin, Chair of the Programs Subcommittee, provided a briefing on the
efforts they have ongoing to compare and contrast the several GWACs for use in
customer Education and Training as well as with NITAAC’s outreach efforts.
Dwight Chamberlain Chair of the
Government Affairs Subcommittee briefed on the last Subcommittee meeting where
the discussion centered on on-going changes in the Federal acquisition
environment to include award of DHS Eagle and other agency specific ID/IQ
vehicles.
Report on NITAAC Contract Performance Greg Holliday for
as of July 20, 2006 Donald

Greg Holliday reported on
all three contracts.
ECS III has an inception
to date total of 58,922 orders for a total value of $1.1B.
IW2nd has 590 Delivery Orders with a value of $88.6M and 42 Task Orders
valued at $19.8M in initial award value.
CIO-SP2i now has 446 awarded Task Orders with a
base year value of $1.4B and an option year value of $5.7B if all options are
exercised.
Open
Discussion Meeting
During the open
discussion, Diane Frasier, Victor Powers, and Greg Holliday discussed plans to
announce that this year’s tentative cut-off for new NITAAC task orders would be
mid-September (subject to urgent/emergent Government customer
requirements). If the new requirement
involved a DoD MIPR, then the cut off date would be moved slightly towards 1
September to allow NIH Accounting and Finance the necessary additional
processing time for funds transfer.
Potential Agenda Items for the next Meeting
The next IAC Meeting is
scheduled for Thursday, 17 August- the third Thursday in July from 10:00
A.M.-11:30 A.M.

and for the next NITAAC business meeting in October. Please propose any desired agenda items or
your desire to participate on the IAC Subcommittees as a new member.
