The Wednesday April 19, 2006 Meeting Minutes Follow:

 

Opening Remarks by Diane Frasier, NIH, IAC Co-Chair

 

Diane Frasier welcomed everyone and kicked the meeting off.  She discussed the exceptional turn out at the NCMA World Congress

 

NITAAC Outreach- Mary Alice Johnson

 

Mary Alice Johnson from NITAAC’s outreach program provided an updated list of proposed shows and costs to NITAAC that are planned for attendance by NITAAC.  She briefed also concerning NITAAC’s marketing results and Diane Frasier’s presentation at the NCMA World Congress held during the previous week of where approximately 1,500 contracting officers from Government and Industry attended.  The NITAAC booth was well attended by informed users of Government Contract vehicles and a great deal of interest in NITAAC’s GWACs resulted.  Linda Martin is following-up with each person who expressed interest in receiving additional information at the NITAAC booth. 

 

Mary Alice provided an updated list of shows where NITAAC will be exhibiting (see attachment).  She highlighted the next couple of shows where NITAAC is featured to include:

 

·        The NARA Conference at the Ronald Reagan Building on May 9th that features IW2 customers

·        ITS Gov on July 26th – an end of the year buying event

·        and plans to support Small Business Week starting in May

Results of NITAAC’s ECS III Focus Group on March 23rd- Bruce Thorner

 

Bruce Thorner briefed on the ECS III RFQ system focus group held on March 23rd.  The focus group attendees included numerous Government customer users of ECS III and several contractors who provide services on this GWAC.  In summary, the system is now ready for deployment. There were a couple of minor modifications proposed for the system as a result of the focus group and those enhancements have already been incorporated into the system in the three weeks since the focus group was held.  Among the major ECS III system enhancements are a new electronic means to exercise the Fair Opportunity to be Considered Process, to include exceptions, and the new system now allows contractors to attach proposals rather than typing them in the system.

 

All attendees remarked on the quality of the focus group session presentation and organization of the focus group.  It was well organized!

 

 

 

 

Proposed Agenda Items for IAC Subcommittees- Lead Rusty Wall

 

Geralynn Franceschini – Chair of Marketing Subcommittee briefed on the status future agenda items and results of the marketing subcommittee meeting held on April 13th.Geralyn distributed her written minutes (see attached Marketing Subcommittee meeting minutes).

 

Diane McLaughlin – Chair of the Programs Subcommittee briefed on the status of the Programs Subcommittee meeting held in April.  Their focus will include less of a marketing perspective as in the past and more emphasis on GWAC processes with marketing and education collateral to be provided to the Marketing Group and subcommittee.

 

Geralynn Franceschini sitting in for Dwight Chamberlain Chair of the Government Affairs Subcommittee who could not attend due to a short notice schedule conflict briefed on the status of the Government Affairs Subcommittee. The Government Affairs subcommittee will have an emphasis on the GWAC environment with a focus on the various GWAC Programs and the political environment with which the GWACs operate.

 

In summary, Programs has determined that it falls within their charter to provide marketing collateral addressing features of the various NITAAC GWACs to the Marketing Subcommittee ( and the Chairman of the Marketing Subcommittee concurs) and all three subcommittees determined that there is a strong need to coordinated the actions and agendas of each with the other two.

 

The final agenda items for each of the subcommittees is still in draft and are being coordinated with the others in order to ensure that there is no duplication.  Agenda items for each of the subcommittees will be discussed again at the next IAC meeting. The IAC will be asked to review the draft agenda items for the IAC Subcommittees at our next meeting to include any overlap between items on the Marketing Subcommittee agenda with agenda items on the Programs Subcommittee’s.

 

 

The subcommittee charters are posted on the NITAAC website.  http://NITAAC.nih.gov.  Please note that at least one NITAAC representative volunteered for each of the subcommittees.

 

Discussion of possible effects/merits of the series of GWAC articles in GCN- discussion lead Rusty Wall

One of the points made in this article is that IDIQ's with "too many Vendors" are "doomed to mediocrity".

 

The IAC discussed the merits of NITAAC’s strategy of providing a large number of vendors on its multiple GWACs.

 

All agreed that NITAAC’s strategy has resulted in excellent customer support and the highest quality of service. 

 

Victor Powers, NITAAC Program Manager, briefed on two important topics:

 

  • First, Victor Powers provided a new OSD Comptroller memorandum that provides detailed guidance on DoD funding rules as applied to interdepartmental MIPRs on GWACs.  (The new memo and its referenced documents are attached.) 

 

  • Victor Powers also briefed that NITAAC plans to post this new DoD guidance on it’s web site where the MIPR procedures are available for its DoD customers. Please provide this information to your DoD customers for any applicable task orders. 

 

  • Victor Powers also briefed on a new marketing initiative for ECS III to include a published interview by Government Computer News.  It will be published in GCN in May.

 

Contract Reports for ECS III, IW2nd, and CIO-SP2i – Millicent Manning, Donald Wilson, Wanda Russell

 

Millicent Manning reported an inception to date total on ECS III of

57,427 orders for a total value of $1.1B with the orders for 2006 valued at $35.4M.

 

Donald Wilson reported 42 Task Orders on IW2nd with an award value of $19.8M and an option value of $31.8M and 587 Delivery Orders with a value of $87.8M.

 

Wanda Russell briefed that CIO-SP2i now has 434 awarded Task Orders with a base year value of $1.6B and an option year value of $5.6B if all options are exercised.
