The meeting began with the administrative items as follows:

 

 

The meeting then moved on to discuss the council business as follows:

 

1.  Dr. Leamon Lee updated the council on the SBA 8(a) status stating that the date had been set for the 8(a) and Large Business SBA pass-through efforts. Mr. Victor Powers stated that the 8(a) meeting would begin with sign-in at 8:30 a.m. and meeting from 9:00 a.m. to 11:30 a.m.  The large business meeting would kick off at 12:30 p.m. for sign in and run from 1:00 p.m. to 3:30 p.m. Both meetings would be on March 28th, 2002.  The IAC group was asked to spread the word on these meetings so that NITAAC can have productive meetings and have many innovative suggestions for the SBA package.

 

 

2. The NITAAC End-of-Year Accomplishments and Award Ceremony (NEYAAC) planning committee update was presented by Ms. Diane McLaughlin.  Several ceremony details had been developed, including room reservations, signs, and awards have been ordered.  Several IAC members contributed funding for award items.  The announced date was April 2nd. There had been a poor turnout so far for this event.  The IAC group was instructed to call all companies assigned to them and to contact their subs to make them aware that additional tickets were available. The progress to date was about one-third of the required seats sold.  Dr. Lee said this was the most important message for the IAC group to get out!

 

3.  An ECS3 update was presented by Mr. Victor Power. Mr. Power stated that the ECS3 team was working with Mr. Elmer Sembly’s outreach group ensure all comments had been received from the surveys sent out. A new Draft SOW is on the web site and had been sent to all the ECS2 teams for review. The pre-bidders conference had been set for April 3, 2002 from 2 p.m. to 5 p.m.  O & As would be issued during the conference. Mr. Sembly stated that the ECS3 conference was widely advertised via the Fed Biz Ops service and was also on the web site.  Dr. Lee said that this conference was very important to help bring improvements to the new ECS3 contract.  Dr. Lee also stressed that the new contract had to project a new look with its updated services and that the contract needed a change in the logo or some other way to show these improvements. The ECS3 logo could be changed from EComputerS2 to ECommoditiesS3. Again the ICA group was asked to get the word out on this event.

 

4. The NITAAC Online Ordering System (NOOS) status was reviewed.  Mr. Greg Holliday stated that comments had been received from the industry and were being incorporated into the SOW. The RFP is expected to be released around April 1st, 2002 and that an award should be issued by the end of May.

 

5.  The CIO-SP2 MIPER services were review by Mr. Greg Holliday and he asked that this service be communicated to all the teams.

 

6.  Mr. Elmer Sembly III explained his marketing group’s efforts to expand work under the HLS series with the next event being held at the Ronald Regan Center on April 9th, 2002 between 9 a.m. to 1 p.m.  Lists of top speakers from law enforcement agencies have been engaged by Mr. Robert Bates including Congressmen Curt Weldon. A large turn out was expected due to the location and the proximity of several Government Agencies. The line up of events had been change to allow participating companies a great viewing time for their products and services. There will be two 30-minute sessions for the companies before the panel discussion start. The hope is to demonstrate new or emerging technologies to help the HLS efforts. Mr. Sembly requested that the IAC group get the word out on this event.

 

7. The following contract status reports updates were given by the respective NITAAC contracting officers:

 

·        IW2: 19 T.Os. = $5.1M and 54 D.Os. = $11M Option totals will be added at the next meeting

 

8. The next NITAAC IAC Council Meeting will be held April 18, 2002 at 11:30 a.m. in Dr. Leamon Lee’s briefing room.
