Marketing

 

Ø       Recent marketing activities include the AIIM Conference in February 2004. NIH had partnered with AIIM to sponsor a Government Procurement (GP) Zone at the event.  This is the first time ever that AIIM has specifically targeted government customers.  Total number of participation from the NITAAC contracts includes one prime contractor and five subcontractors for a total of six companies.  Some of the other large prime contractors already had their booth set up at the show therefore were not there in the GP Zone.  In the GP Zone, a stage area was set up to allow vendors to give presentations.  The most popular topics with the AIIM attendees were the Medical IT and the 508 compliance topic areas.

Ø       Near term activities include BMOCO participation in the Western IAC GWAC event in Colorado Springs.  BMOCO will also invite vendors to participate in the event with their tabletops. 

Ø       National Archive is interested in using NITAAC contracts for their Records Administration needs.  All agency needs to come through National Archive to transfer and archive their records. IW2 contract was mentioned as a possible contract vehicle of choice.  BMOCO anticipates on participating in a conference at the Ronald Reagan Building on 11 May 2004 as well as other bridge forums. Customers are interested in the type of technology vendor has to offer.  Donald and Joycelyn will be looking at their current requirements, while June will be working on customer awareness of our capabilities.

Ø       NIH is not going to be participating in FOSE this year, but will be looking to step up event activities that involve partnering with other government agencies.

Ø       There was a mentioned that the ITOP2 contract management is in the process of being moved from DOT to GSA.  This means that the contract will become more active and more of a competition to the NITAAC contracts in the near future.

Ø       Suggestions were made to have one of the subcommittee take an action to track status and activities of competing GWACs.

Ø       Rusty Wall mentioned that we need to concentrate on putting the word out about the differences and the advantages in using the NITAAC contracts vice other GWACs. He has a copy of a matrix that was done by the ANSWER program office, which compares the major GWACs, and will send that to NIH for review and for use as a starting point for new or updated marketing material.

Ø       The council agreed that there is a need to look at other GWACs including agency specific Multiple Award Contracts (MACs) for competitive analysis.  This has been designated as a potential marketing subcommittee project, and has been moved for discussion at the next meeting.

Ø       Personnel changes in the BMOCO organization include:

o        Robert Bates moving over to the DSSA contract shop

o        Bonnie Wilson being detailed to OD

Ø       There is a change in the Marketing Sub-committee lead from Tom White of igov to Pat Dulaney of GMRI.  Tom has moved to another function within igov and will not be working on the NIH contracts anymore so he voluntarily stepped down.  Meanwhile, Pat has been part of the Marketing sub-committee from the start, and has graciously volunteered to step up to the position.

 

Programs

 

Ø       BMOCO and NITAAC have received positive comments for the Quarterly Meeting held in February 2004.  The panel concept worked well, and vendors felt that the information was useful to them. From NIH’s perspective, the event seemed to have re-energized both the primes and the sub-contractors on the NIH contracts.  NIH is soliciting ideas for the next Quarterly meeting.

Ø       Kathy Monaco of NetStar-One is the Programs Sub-committee lead.

 

Government Affairs

 

Ø       Howard Ady of Bearing Point is now the sub-committee lead for Government Affairs. He will be conducting his first meeting, and get the committee started between now and the next council meeting.

 

Contracts

 

Ø       Questions were raised as to other activities NIH is taking to better posture the contracts against competitors.  NIH stated that they are interested in entering into MOUs with other agencies, which gives them incentives to use the NITAAC contracts. 

Ø       There were also discussions around the NASA’s recent authorization letter to JPL contractor to authorize them to do procurement on their behalf. Questions were raised as to whether NITAAC contracts can accept Federal Research Center funds?  NIH stated that their legal counsel is currently reviewing this matter.

Ø       The council discussed various ordering scenarios on the NITAAC contracts. Currently any federal agency or agencies with federal funding can place an order on any of the NITAAC contract. An alternate scenario would allow quasi-federal organizations, e.g., FFRDCs and possibly Grantee organizations to also place orders on the NITAAC contract. 

Ø       Millicent Manning stated that under ECS2, contractors were able to buy for a Federal government agency as long as they had an authorization letter from the government that they were buying on behalf of the government.  This scenario helped drive down the price of the IT hardware and software to the government.  Possibility exists that NIH may be able to allow the same method of purchase from other quasi government agencies or contractors on ECS3.

Ø       NITACC is going to be conducting a balance scorecard survey for NITAAC contract from the customers to assess how well the contracts are performing.  NIH has engaged LMI, who had prior experience working with NIH on these surveys, to assist in this activity.  NIH expects the project to start within the next week or so. The first order of business is to update the questionnaire from CIOSP and ECS2 for use on CIO-S2 and ECS3.  A survey was never done on the Image World contract; therefore, a new survey will need to be created for the IW2 contract.

Ø       NITAAC is working on promotion IW2 contract by trying to tap into the NIH vital records program.  So far activities include soliciting and receiving white paper from vendors on this topic, and briefing to the NIH Chief Records Manager of the capabilities. Currently it is still very early in the process of identifying the vital records.  BMOCO plans to use the NITAAC hour to get the key decision makers and the Institute Centers (ICs) together to discuss this topic.

Ø       Contract performance report to date are as follows:

o        CIO-SP2:  $776M base year award; $3.1B including all options.

o        IW2: 321 total orders with total value @ $79M

§         34 TOs, $13M base year award; $36M including all options

§         287 DOs with estimated values of $43M

o        ECS3: Over 18,000 DOs with total estimated value of $45M

 

Other business

 

Ø       The council moved to meet on a bi-monthly basis; therefore, the next meeting is scheduled for Thursday, 20 May 2004.
