Ms. Diane Frasier welcomed everyone to the IAC meeting.

Ms. Diane Frasier distributed a January 3, 2007 Government GOVEXEC.com article on the subject of flaws in Government contracting, and led a discussion concerning the Federal acquisition environment and the need for increased scrutiny and governance.  The current Federal acquisition environment is such that we can all expect, and should welcome increased scrutiny.  The article addressed a Defense IG report concerning interagency purchases through the Treasury Department’s FedSource Program. This topic provoked positive comments from the group concerning NITAAC’s strong governance. Click here to view the article.

Victor Powers addressed NITAAC’s plans for attending the various 2007 Tradeshows.  Additionally, he addressed NITAAC’s plans for ramping up the NITAAC Outreach and Education program in the spring. IAC council members are encouraged to contact Victor Powers with any suggested additional shows or changes to the draft 2007 Tradeshow schedule previously distributed.

Ms. Millicent Manning, NITAAC Senior Contracting Officer, briefed the IAC on the progress to date of the EPEAT Program.  Ms. Manning is representing NITAAC on a NIH committee addressing the EPEAT initiative. By logging in to http://www.epeat.net both customers and vendors can see that, to date, over 380 items, primarily desktops, notebooks and monitors are EPEAT Certified as Bronze and over 340 are certified as Silver or better.  None, as yet, are certified as Gold.

Ms. Manning briefed the IAC on the 3rd Annual Federal Electronics Stewardship Conference that took place on February 6-7, 2007, on the National Institutes of Health campus in Bethesda, Maryland.  She invited everyone to view the conference presentations at http://www.federalelectronicschallenge.net/3rdstewardshipconf/index.htm.  We recommend reviewing the presentation by Cynthia Vallina, Office of Management and Budget, concerning the requirements in the new OMB scorecards for environmental stewardship.  Click here to view her briefing.

Ms. Manning also briefed on a new Executive Order 13423 published on 24 January 2007 concerning EPEAT that requires Agencies to do the following:

(i)     when acquiring an electronic product to meet its requirements, meets at least 95 percent of those requirements with an Electronic Product Environmental Assessment Tool (EPEAT)-registered electronic product, unless there is no EPEAT standard for such product,

(ii)    enables the Energy Star feature on agency computers and monitors,

(iii)   establishes and implements policies to extend the useful life of agency electronic equipment, and

(iv)   uses environmentally sound practices with respect to disposition of agency electronic equipment that has reached the end of its useful life.  (a copy of this new Executive Order 13423—Strengthening Federal Environmental, Energy, and Transportation Management is attached). Developing GWAC Comparative Analysis                                                                                

Ms. Diane McLaughlin, Programs Subcommittee chair, led a roundtable discussion exhibiting results to date from a draft comparative analysis of current, past, and future GWAC contracts, and representative Agency ID/IQ MACs.

Each of the Subcommittee Chairs reported on the status of their subcommittee efforts.  The Marketing Subcommittee and Programs Subcommittee meeting minutes for Feb 2007 are attached.

è   Report on NITAAC Contract Performance

Mr. Donald Wilson and Ms. Millicent Manning, NITAAC Senior Contracting Officers, reported on NITAAC contract performance as of the end of January 2006.

   ECS III has an inception-to-date total of 62,184 orders for a total value of $1.3B.

   IW2nd has currently awarded 467 Delivery Orders with a value of $71.3M.

   CIO-SP2i has 486 awarded Task Orders with a base value of $1.6B and an option year value of $6.6B if all options are exercised. 

è   Open Discussion/Potential Agenda Items for the Next Meeting

The next IAC Meeting will be held on Thursday, March 22nd from 2:00 P.M.–3:30 P.M. in Bldg. 6100 Executive Blvd., in Conference Room 6D01.  The IAC will, at a minimum, discuss the results of the collaborative efforts of the subcommittees on the GWAC comparative analysis and the subcommittee minutes as presented by each Subcommittee Chairperson, NITAAC Contract Performance, New FAR rules related to T&M task orders and the ongoing efforts of the NITAAC Outreach and Education Team.

Your input is requested on any new agenda items for the next IAC meeting.  Please propose your desired agenda items or your desire to participate on the IAC Subcommittees as a new member.
