The Thursday February 16, 2006 Meeting Minutes Follow:

 

Opening Remarks by Diane Frasier, NITAAC IAC Chair

 

Diane Frasier discussed the exceptional turnout and thanked everyone for attending.

 

Upcoming Agenda Items as a result of HHS/NITAAC participation in the OMB GWAC Interagency Committee-Victor Powers

Victor Powers briefed on NITAAC’s participation in the new Office of Management and Budget (OMB) Interagency Committee for GWACs.  He participates as a representative of both HHS and NITAAC.

 

The OMB Interagency Committee is addressing procedures related to the management of both GWACs and MACs.  The committee is addressing the need for increased oversight and additional recertification requirements for both MACs and GWACs. The increased oversight has as its purpose providing OMB with more visibility and ensuring that Agencies provide increased governance of their multi-agency contracts.  NITAAC was asked to brief at the upcoming March meeting on the processes an Agency must follow in order to achieve OMB designation as an executive agent in order for their contracts to be recognized as GWACs under the Clinger-Cohen Act.  In addition to Mr. Powers, other Agency representatives included, among others, Ms. Althea Correllis from GSA’s and representatives from the Department of the Interior, EPA and NASA.  On December 9, 2005, the full working group met consisting of the Guidance Team and Strategic Team,

Mr. Robert Burton, Associate Administrator, Office of Federal Procurement Policy, OMB addressed the group and discussed the purpose of the working group, which is to help ensure the proper use and strategic development of interagency contracts.

 

ECS III RFQ system and training/pilot status- Bruce Thorner and Linda Martin

 

Bruce Thorner briefed on the ECS III RFQ system currently being piloted.  The enhancements to the new system are intended to make it easier and more convenient for NITAAC’s government customers to request services, to provide NITAAC with better oversight and to make it easier and more efficient for the supporting contractors to use the system.  The enhancements include an electronic means to exercise the Fair Opportunity Process, to include exceptions, and allows contractors to attach proposals rather than to only type them on the screen.  NITAAC has planned to conduct additional training on the new system on Tuesday, February 28th at 6120 Executive Boulevard at 10:00 AM.  Please contact Millicent Manning if you or one of your customers is interested in this training.  Linda Martin noted that ECS III has already gone out to many of the Prime contractors soliciting their participation and the involvement of their government customers in the 28 February training session.  She is assisting with all the outreach efforts on this new system.

 

Proposed IAC and subcommittee Membership - Results Membership Development – Rusty Wall

 

As a result of the membership enhancement efforts for both the IAC and the subcommittees, and additional 17 people from 15 different companies have expressed interest in joining.  These volunteers were asked to participate as either IAC or subcommittee members.  The proposed list was distributed at the IAC meeting and is attached to these minutes.  Additionally attached and addressed at the IAC were the criteria for IAC membership.  Each person listed is being asked if they desire any changes to the proposed list.  Your comments are welcome. Additionally, the IAC discussed ensuring that each subcommittee was represented by an IAC member who also participated as chair of each of the subcommittees.  Additionally, the IAC discussed whether or not the three subcommittees were sufficient and whether more or less subcommittees were necessary.  The consensus was that the three current subcommittees are the correct mix and cover all the areas currently required.  The subcommittee charters are posted on the NITAAC website. http://NITAAC.nih.gov

 

Proposed Agenda Items for IAC Subcommittees- Rusty Wall

 

The IAC was asked to submit new potential agenda items for the IAC Subcommittees to the IAC co-chair Rusty Wall and to Victor Powers.  We welcome your ideas for agenda items/projects to further the success of the NITAAC GWAC vehicles as well as influence OMB policy decisions.

 

 

 

NIH Office of Financial Management (Payment Office) process – Rusty Wall

 

As a result of IAC discussions concerning invoice payment issues external to NITAAC at the NIH payment office, Diane Frasier plans to meet with NIH’s Director, Office of Financial Management to address possible process enhancements.

 

NITAAC Outreach- Mary Alice Johnson

 

Mary Alice Johnson from NITAAC’s outreach program provided an updated list of proposed shows and costs to NITAAC that are planned for attendance by NITAAC.  The next big show that NITAAC is attending is FOSE from March 7th to March 9th. Contract Reports for CIO-SP2i, IW2nd, and ECS III - Greg Holliday, Donald Wilson, Millicent Manning

 

CIO-SP2i now has 424 awarded Task Orders with a base year value of $1.33 and an option year value if all options are exercised of $5.14B.  Greg Holliday said that the influx of new task orders on CIO-SP2i has picked-up.

 

Donald Wilson reported 42 Task Orders on IW2nd with a value 0f $16.3M and 580 Delivery Orders with a value of $87M.

 

Millicent Manning reported a new total of 56,220 delivery orders valued at $1.1B on ECS III.

 

Open Discussion/Potential Agenda Items for the next Meeting

 

Proposed agenda items for the next meeting included decisions on the final make-up of the IAC subcommittees and assignment of subcommittee chairs.

 

Also NITAAC participation at contractor functions/booths will remain an agenda item for the next meeting. Criteria For IAC Membership

 

Below is the criteria used in selecting industry prime contractors for membership on the National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC) Industry Advisory Council (IAC).  The criteria may be used with other pertinent information to make membership selections.

 

  1. Prime contractor representatives from all three GWACs representing differing contactor sizes and contract types

 

  1. Proven support for NITAAC’s Programs

 

  1. Proven support for the IAC

 

  1. An active participant on NITAAC contracts

 

  1. Timely remittance of NITAAC fees in accordance with the contract

 

  1. Value-add to the IAC (e.g., broad range of valuable expertise and lessons learned to enhance NITAAC’s role in the rapidly changing Federal contracts environment, etc.)
