Victor Powers welcomed everyone to the IAC meeting on behalf of Diane Frasier.
è SBA Recent FAR Changes Related to Mr.
Victor E. Powers

Victor Powers distributed a Government Computer News
article on the subject and lead a discussion of the impact of the FAR change to
NITAAC’s contracts. In a nutshell, the
FAR change, effective on 30 June 2007, will require NITAAC’s Prime Contractors,
who are small businesses, to recertify their business size after the completion
of five years for each of the three NITAAC GWACs, or at the exercise of contract
options by NITAAC. Prime Contractors are
encouraged to contact their NITAAC CO for specifics on dates and implementation
details as the effective date approaches.
Additionally, the discussion extended to the topic of the annual
reporting by Prime Contractors of their achievement of small business
goals. NITAAC plans to continue to
require both paper and electronic reporting of small business utilization due
to implementation issues with the new online ESRS system.

Program (EPEAT) and NITAAC Surveys

Donald Wilson briefed the IAC on the progress to date of
the EPEAT Program. Ms.
As a recap, Bronze indicates that all 23 required criteria are
met and Silver certifies that not only are all 23 required criteria met, but at
least 50% of the 28 optional criteria in 8 categories are met as well. To achieve Gold the optional criteria
percentage increases to 75%.

Stalfort from the Programs Subcommittee led a roundtable discussion exhibiting results
to date from a draft comparative analysis of current, past, and future GWAC
contracts, and representative Agency ID/IQ MACs.

è Report on NITAAC Contract Performance
Mr. Greg Holliday and Mr. Donald Wilson, Senior Contracting Officers, NITAAC, reported on NITAAC contract performance as of the end of December 2006.
• ECS III has an inception-to-date total of 61,852 orders for a total value of $1.2B.
• IW2nd has currently awarded 476 Delivery Orders with a value of $71.5M, and 43 Task Orders valued at $31.6M.
• CIO-SP2i has 484 awarded Task Orders with a base value of $1.6B and an option year value of $6.5B if all options are exercised.
è Open Discussion/Potential Agenda Items for the Next Meeting
The next IAC Meeting
will be held on Tuesday, February 20th from 2:00 P.M.–3:30 P.M in Bldg. 6100
Executive Blvd., in Conference Room 6D01. The IAC will, at a minimum, discuss the
results of the collaborative efforts of the subcommittees on the GWAC
comparative analysis and the subcommittee minutes as presented by each
Subcommittee Chairperson, NITAAC Contract Performance, New Far rules related to
T&M task orders and the ongoing efforts of the NITAAC Outreach and
Education Team.
Your input is requested on any new agenda items for the next IAC meeting. Please propose your desired agenda items or your desire to participate on the IAC Subcommittees as a new member.
