Acquisition Planning for NITAAC Task Orders

Acquisition Planning (AP) is required by the Federal Acquisition Regulation (FAR 7.102) for all acquisitions, and FAR 7.103 directs agency heads to establish "criteria and thresholds at which increasingly greater detail and formality in the planning process is required as the acquisition becomes more complex and costly, specifying those cases in which a written plan shall be prepared." The HHS Acquisition Regulation, Part 307, provides acquisition planning guidance for HHS and NIH acquisitions. Other agencies should refer to their own regulations and guidelines to determine what is required.
FAR 7.104 provides a section on general procedures for acquisition, and all acquisition planners should be familiar with it. It states that acquisition planning should begin "as soon as the agency need is identified" and that an acquisition planner should "form a team consisting of all those who will be responsible for significant aspects of the acquisition, such as contracting, fiscal, legal, and technical personnel." The acquisition planner should coordinate with the cognizant small business specialist.
NITAAC has prepared an Acquisition Plan Template to assist you with planning for your NITAAC task order. It contains directions based on FAR 7.105 requirements, and sample language tailored for NITAAC task order use. This sample language does not correspond to any particular task order, but must be further tailored or changed by you to fit your particular task order.
If your agency has it own guidelines for acquisition planning, then you should follow those guidelines. Similarly, each agency should follow its own guidelines with respect to security requirements.
