Overview
In 2002, the Department of Health and Human Services (DHHS) adopted an application developed by Logistics Management Institute (LMI) to automate the Entry on Duty (EOD) process called the E-Induction System: Online Induction for New Hires. E-Induction allows for the preparation and review of new employee forms prior to the new employee’s arrival on the job. New employees are able to access required forms via the web and submit information to their servicing HR office before they physically report to duty. See below for the advantages of using E-Induction. The E-Induction system is a tool that will help streamline and improve the EOD process.
The following steps outline a snapshot of the automated process:
- HR enters basic information about the new hire (name, social-security number, position title).
- HR identifies the required forms for the new hire based on position type, pay scale, grade, etc.
- HR provides the New Hire the URL for the website and a password for access.
- The New Hire enters the data for each form (data required on more than one form is automatically populated on all other forms).
- The New Hire submits the completed forms online.
- HR reviews and approves the forms electronically.
- The New Hire prints the forms and brings them to orientation where they will sign them and submit them to HR.
Advantages of using E-Induction
- Eliminates gathering forms, mailing, cost of postage
- Ensures blank forms are always legible
- Enables HR user to type New Hire’s personal information one time, forms will automatically be populated
- Eliminates illegible handwriting of New Hire
- All forms are in one place, no hunting for blank forms, less chance of incomplete EOD package
- Forms can’t be lost in the mail or misplaced in the HR office (until they’ve been printed)
- Saves time during Orientation - New hires print and HR reviews and has new hire sign
- Forms can be reviewed by HR at their convenience
- Corrections can be made online before Orientation
- New Hire process is user-friendly
Although not currently available, we anticipate that in the future, forms will be electronically transmitted from E-Induction into the Electronic Official Personnel Folder System.
