	In accordance with the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics 18 January 2008 memorandum on Interagency Acquisition, it is essential to ensure all eligible offerors a fair opportunity to be considered (FOC). The ECS III Quoting System automatically ensures that FOC is provided. Therefore, it is highly recommended that DoD contracting officers use the ECS III Quoting System.
