PPP Authorities
The basis on which NIH engages in public private partnerships is precisely the same as for all other NIH activities.
- No new PPP authority (!)
- PPPs represent “business as usual”
- Official Duty Activity – interacting with partners is one of the means by which NIH accomplishes its public health research mission. These are, therefore, official duty activities, NOT outside activities for NIH staff members.
- Authorities relevant to PPPs: Among the authorities that facilitate PPPs are NIH’s ability to accept gifts and to work in concert with foundations.
- Gift Authority
- Restricted gifts
- Unrestricted gifts

FNIH and/or other foundations serve as uniquely helpful partners in PPPs in the following situations:
- When co-equal governance is appropriate
- When a donor represents a prohibited source or seeks distance from the work to be supported with the donation
