In February of 1964, President Lyndon B. Johnson delivered his "Health Message" to the Congress, in which he announced the formation of a Commission on Heart Disease, Cancer and Stroke. The Commission, chaired by Dr. Michael DeBakey, issued its report in December, 1964. Included in its recommendations was a call for the development of regional complexes, medical facilities and resources. In January, legislation was introduced into both houses of Congress based on the recommendations of the DeBakey Commission.
