Committee Management
Services Provided by the NICHD Office of Committee Management (OCM)

The following are the major responsibilities of the Office:

  • Preparation of Charter Packages for the establishment/amendment/termination of the committee.

  • Develop Nomination Packages on an annual or as needed basis.

  • Preparation, initial review, and secured possession of all Financial Disclosure documentation (OGE-450), Waivers and Waiver Addendums and Foreign Activities documentation required for all Special Government Employee committee members.

  • Monitor and ensure that all activities of the committee follow necessary laws and regulations and that each meeting is properly advertised in the Federal Register.

  • Coordinate and/or preparation of GSA/DHHS/NIH required and special reports pertaining to federal advisory committees, and additional reports required. Reports include, but are not limited to:

    • Annual Report
    • Ethics Report
    • Financial Operating Plan Report
    • Annual Comprehensive Review Report
    • Female/Minority Report

  • Provide Advice and Technical Assistance to the Executive Secretary/Scientific Review Administrator and senior staff of the Client to resolve committee management-related issues.

  • Monitor committee activities to ensure compliance with all applicable policies and regulations, and identifying areas requiring policy or procedural clarification, modification, or development.

  • Establishment, maintenance, and safeguard of a System of Records related to chartered advisory committees and committee financial management, including appointment documents, charters, minutes, and computer databases.

  • Attendance as appropriate, at Client chartered advisory committee meetings to ensure compliance with FACA regulations and to provide advice.

  • Maintain committee files in compliance with procedures for Keeping and Destroying Records as stated in NIH Policy Manual 1743 (PDF 104 kb). Ensuring compliance with appropriate internal control processes used to manage Federal advisory committees under auspices of the FACA.

  • Prepare invitation letters, letters of appreciation, and SGE personnel forms for committee members.

In addition to the NICHD Committee Management Officer (CMO), who represents the client in committee dealings, each client gets a designated Service Center Specialist.

The designated Service Center Specialist serves as the primary source of contact regarding all FACA, Department, and NIH committee management related issues.
