SUBJECT:              Comparability Increases for NIH Employees Whose Pay is Administratively Determined

 

 

The purpose of this memo is to recommend comparability increases for NIH employees whose pay is "administratively determined" (Title 42 and SBRS).  Increases recommended are consistent with increases approved by the President for General Schedule and Senior Executive Service employees.  The President has approved a 4.77 percent pay increase for General Schedule employees in the Washington, D.C. area, and a 4.52 percent increase for General Schedule employees in Arizona, Montana, and North Carolina, effective January 13, 2002.  The president has also approved increases for the SES of 4.7 percent (Levels 1-3) and 3.37 percent (Levels 4 through 6).

 

As we have discussed in past years, as the pay of more employees is equivalent to or even higher than the SES, we should ensure that receiving a lesser increase than others at similar salary levels does not penalize our SES members.  As a result, this year I recommend that 2002 comparability pay increases for affected employees whose salaries are above $131,615 (2001 pay for ES-3) be equivalent to the increase received by members of the SES at pay levels 4 through 6 (3.37 percent), and the increase for affected employees whose salary is at or below $131,615 be equivalent to the increase for GS employees (4.77 percent).  I also recommend that we retain the $200,000 cap instituted by OS policy.  That is, that we not ask OD as this time to change this pay cap, and that we give only partial (or no) comparability increase if the effect would be to exceed this cap. *  Members of the SBRS are subject to a statutory pay cap equivalent to EX-I, which has been raised to $166,700.  The proposed increase will not result in any member of the SBRS exceeding this cap.  For those paid below the SES level, our recommended increases reflect the differences in locality pay between the Washington, D.C. area and other locations where NIH has employees.

* IC Directors may recommend your approval of retention incentives for Title 42 employees so that the total compensation could not exceed $200,000.
