Supervisory Code Decisions

The USOPM Guide to Personnel Data Standards, http://www.opm.gov/feddata/guidance.asp , dated 3/3/04 contains the required definition for each code. Eliminate all subsequent draft materials. The NIH has not nor should it establish separate criteria from that set by USOPM for making supervisory code decisions. Rather, the specified code is determined and part of the classification decision.

Code 1 - Use discontinued with publication of the General Schedule Supervisory Guide (GSSG).

Code 2 - Supervisor or Manager

Position has supervisory or managerial responsibilities that meet, at least, the minimum requirements in the General Schedule Supervisory Guide http://www.opm.gov/fedclass/gssg.pdf or the Federal Wage System Job Grading Standard for Supervisors http://www.opm.gov/fedclass/fwssupv.pdf

Employees appointed to supervisory/managerial positions at grade GS-13 through 15 or equivalent that have not previously completed a one-year supervisory/managerial probationary period must do so effective with the assignment to that supervisory/managerial position. This requirement must be documented in the remarks section of the SF-50B, Notification of Personnel Action.

Code 3 - Use discontinued with publication of the General Schedule Supervisory Guide (GSSG).

Code 4 - Supervisor (Civil Service Reform Act definition)

Position which meets the labor management definition of supervisor as defined in 5 U.S.C. 7103(a)(10), but does not meet the minimum requirements for application of the General Schedule Supervisory Guide (i.e. positions which do not exercise the range of responsibilities identified above or which devote less than 25% of the time to supervisory responsibilities.)

The labor management definition of supervisor means an individual employed by an agency having authority in the interest of the agency to hire, direct, assign, promote, reward, transfer, furlough, lay off, recall, suspend, discipline or remove employees, to adjust their grievances or to effectively recommend such action, if the exercise of the authority is not merely routine or clerical in nature but requires consistent exercise of independent judgment. Position is not titled "Supervisory" and is not required to serve a supervisory probation period.

Code 5 - Management Official (Civil Service Reform Act definition)

Position meets the labor management definition of manager as defined in 5 U.S.C. 7103(a)(11), but does not meet the General Schedule Supervisory Guide definition of supervisor/manager or the definition of supervisor in 5 U.S.C. 7103(a)(10). Management Official refers to an individual who is in a position in which the duties and responsibilities require or authorize the individual to formulate, determine, or influence the policies of the agency. Position is not required to serve a managerial probationary period.

Code 6 - Work Leader

One-grade interval position is titled with the prefix "Lead" and meets the minimum requirements for the application of the Work Leader Grade-Evaluation Guide, wherein the position provides technical direction over one-grade interval work being performed but does not perform administrative supervisory responsibilities.

Code 7 - Team Leader

Two-grade interval position is titled with the prefix "Lead" and meets the requirements for the application of the General Schedule Team Leader Guide, wherein the position provides technical direction over two-grade interval work being performed but does not perform administrative supervisory responsibilities.

Code 8 - All Other Positions

Position does not meet any of the above definitions of Supervisor, Manager, Management Official or Leader.
