NIH Competitive Sourcing Policy and Procedure Guidebook

This policy and procedure guidebook covers the Competitive Sourcing Program as implemented by the National Institutes of Health. It is based upon OMB Circular A-76, which can be found at http://www.whitehouse.gov/omb/circulars/index.html. NIH will update the guidebook regularly as policy changes and as best practices dictate. Where this guidebook and the Circular differ, the Circular shall take precedence.
