Majority Leader Hoyer’s Statement on Second Chance Act
WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) released the following statement today after the House of Representatives considered the Second Chance Act of 2007 (H.R. 1593), which was sponsored by Rep. Danny Davis (D-IL):
“The goal of this bipartisan legislation is to prevent recidivism in the ex-offender population. Upon returning to their communities, many ex-offenders face significant obstacles to reintegrating into society – leading some back into a life of crime. This bill will assist state and local governments with providing men and women the education and training necessary to obtain steady jobs, housing, access to health care, and drug treatment.
“This legislation would not provide a handout. In truth, it is a wise, cost-effective attempt to ensure that ex-offenders get a second chance, and a recognition that their success will not only improve their own lives but our communities, as well. In the long term, the costs to the nation are far greater if we forgo this modest investment and turn our backs on individuals who have paid their debt to society and are seeking a better life for themselves and their families.”
