The Office of the Chief Economist is looking for a talented individual to serve as Chief Economist.  This position is located in the Office of the Under Secretary and Director of the USPTO.  Please refer to the "Eligibility and Qualifications" section of this announcement for more information concerning the duties and qualification requirements for this position.

 

Duties:

  • Initiates and oversees groundbreaking economic analysis in the field of intellectual property, with the object of fulfilling the USPTO's statutory obligation to provide the President (through the Secretary of Commerce) and the Administration with advice on intellectual property policy.
  • Works with the Under Secretary and senior USPTO management - but also exercises independent judgment - the Chief Economist (CE) identifies areas of research needed, prioritizes the resulting questions, and tasks analysis accordingly. 
  • Supervises staff by assigning tasks, evaluating progress, monitoring outcomes and evaluating strategies for achieving those outcomes.
  • Ensures that research projects are completed in a timely, cost-effective manner, so that the importance of the Office of the Chief Economist is not undermined by criticism that it diverts user fees for undefined purposes.
  • Plans, supervises and coordinates intellectual-property focused economic research.  
  • Ensures that reports, analyses, white papers and the like are presented in a manner that is accessible both to trained economists and to a more general audience.

Basic Requirements:

 

Degree:  economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus.

 

OR

 

Combination of education and experience - courses equivalent to a major in economics plus appropriate experience or additional education.

 

Duty location:

 

The position will be located in Alecxandria, VA.
